Hebei Xinhai Chemical Group Co., Ltd. (hereinafter referred to as "Xinhai Chemical") was established in 2005, the company's registered capital is 668 million yuan, the current total assets are 450 million yuan, and the legal representative: Wang Zhiquan. Xinhai Chemical has 11 departments including production technology department, security department, engineering technology department, material supply department, office, planning department, finance department, sales department, fire brigade, civil engineering department, and mobile equipment department. The whole factory has more than 1200 employees, and the security department is equipped with 35 full-time safety management personnel, including 4 registered safety engineers. The company obtained the "Safety Production License" issued by the Hebei Provincial Safety Production Supervision and Administration Bureau on March 09, 2018. The company's environmental protection technology upgrade and storage and transportation expansion project changed the production license on May 24, 2019 after the completion and acceptance of safety facilities. According to the agreement of the safety evaluation technical service contract signed by both parties, the scope of this evaluation is the site selection and external safety conditions, construction (structure), general layout, production process, main equipment and facilities, supporting public auxiliary facilities, safety management, etc.

During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site. After solid and meticulous work, the safety evaluation report of this project was compiled in early December 2019.
