2. Introduction to the safety assessment project:
Jingxian Benyuan Jinghua Co., Ltd. was established in 2010 and renamed Benyuan Jinghua Environmental Protection Technology Co., Ltd. in August 2017. The factory is located in Wangqiansi Chemical Industrial Park, Xijing County, Wangqiansi Town, Hengshui City, Hebei Province. The legal representative is Zhao Zhiquan, with a registered capital of 50 million yuan. It is a technology company that produces and sells dihydroxydicyclohexylpropane and new protective materials as its main business.
The company covers an area of 137 mu (91333m2), the existing staff of 136 people, under the general manager, finance department, production department, safety supervision department, environmental protection department, supply and marketing department and other functional areas of business in charge of the company's production and operation. The company has established a safety production management committee with the main person in charge as the first responsible person, and established a full-time safety management organization - the safety supervision department, with 1 manager of the safety supervision department and 3 full-time safety managers, responsible for the company's daily safety production management.
The company has built a project with an annual output of 1,000 tons of dihydroxydicyclohexylpropane (a project within the scope of this evaluation) and a project with an annual output of 2,000 tons of dihydroxydicyclohexylpropane (a project outside the scope of this evaluation).
The project with an annual output of 1000 tons of dihydroxydicyclohexylpropane has obtained a safety production license, number: (Ji) WH license word [2017] 110118, valid period from March 13, 2017 to March 12, 2020, license scope: 80 tons of hydrogen/year, ethanol 1370 tons/year.
The annual output of 2000 tons of dihydroxydicyclohexylpropane capacity project has been put into operation to complete the acceptance of safety facilities, and the information has been declared to the Emergency Management Department of Hebei Province.
The scope of this safety evaluation is the site selection, general layout, production facilities, storage equipment, public works and auxiliary facilities, and safety management status of the company's 1000t annual output of dihydroxydicyclohexylpropane project.
The raw materials used in the project with an annual output of 1,000 tons of dihydroxydicyclohexylpropane include dihydroxydiphenylpropane, hydrogen, ethanol (solvent), and rhodium-carbon catalysts. The product is dihydroxydicyclohexylpropane, and the ethanol solvent is recycled and reused during the production process.

4. Time and main tasks for conducting safety evaluation work on site, and evaluation report time:
In December 2019, Benyuan Jinghua Environmental Protection Technology Co., Ltd. contacted Hebei Huafei Technology Consulting Co., Ltd. (hereinafter referred to as "Huafei Company") to discuss the safety status evaluation of its 1000t annual output of dihydroxydicyclohexylpropane project. Huafei Company appointed relevant personnel to go to Benyuan Jinghua Environmental Protection Technology Co., Ltd. to conduct on-site inspections to understand the main equipment, production scale, general layout, public works supply and surrounding relationships of the project, and collected relevant information of the project, and made relevant risk analysis of the project. After many conferrals, the relevant personnel of the two companies formed a preliminary intention and initially clarified the object and scope of the evaluation.
During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site, identified the dangerous and harmful factors existing in the project, conducted a qualitative and quantitative evaluation of the inherent danger degree of the project according to the divided evaluation units, and analyzed the risk degree of the project, put forward targeted safety countermeasures and suggestions, and exchanged views with the construction unit. On this basis, the safety evaluation conclusion was made. After solid work, the safety status evaluation report of the project was completed in April 2020 and verified by the provincial expert group.
