In order to fully implement the spirit of the 20th CPC National Congress and the important thesis of General Secretary Xi Jinping on urban work, practice the “applicable, economic, green and beautiful” new-period architectural policy, promote the construction of green, low-carbon and high-quality development of the pioneer zone, create more architectural masterpieces that are recognized by the public, and satisfy the people's growing needs for a better life, the following measures have been formulated to promote architectural creativity. Prosperous architectural creation to develop the following measures.
1、 Comprehensively develop green and low-carbon buildings. Fully leverage the leading role of architects in architectural scheme creation, integrate new technologies, materials, products, and processes into the design concept during the creation process, promote the transformation and application of scientific and technological achievements, actively adopt green, low-carbon, energy-saving, and environmentally friendly technology products, prioritize the use of high-strength, high-performance, high durability, recyclable, and prefabricated green building materials, and improve the level of building electrification. Promote a design pattern based on building performance evaluation analysis, deduction and optimization, and clarify green and low-carbon predetermined goals in the scheme creation stage. Fully integrate architectural spatial layout, form design, functional organization, material selection, etc. with green building technology to optimize requirements for lighting, sunlight, sound insulation, air quality, thermal engineering, health and hygiene. Vigorously promote prefabricated buildings, set up a dedicated section for prefabricated building design in the design documents, strictly implement the coordination standards for building modules and the selection standards for prefabricated building design, promote the design methods of few specifications and multiple combinations, and prioritize the use of standardized components and parts library products. Fully implement the "Design Standards for Energy Efficiency of Residential Buildings" and achieve a design standard of 83% energy efficiency rate for residential buildings.
2、 Establish a unified open market. Breaking down regional market access barriers, providing a fair and just development environment for architectural design units, and establishing a unified and open architectural design market throughout the province. For design units operating across regions, no approval, filing, or notification conditions shall be set without authorization. Non local design units shall not be forced to register and establish subsidiaries or branches in the local area. Qualification levels shall not be used as a condition for non local design units to enter the local market to undertake business. Local engineering performance and awards shall not be used as conditions for design units to enter the local market. The legal representative of the design unit shall not be required to attend the market (county) procedures or engage in other behaviors that hinder independent operation and fair competition.
3、 Optimize the bidding and evaluation methods. Encourage architectural design project bidders to adopt scheme bidding or team bidding based on project characteristics and actual needs. For those who adopt scheme bidding, the focus will be on the evaluation of building functions, spatial layout, physical appearance, overall layout and technical feasibility, major economic indicators, etc; For team bidding, the focus is on evaluating the composition, performance, qualifications, project interpretation, design concept, as well as the credit status and past performance of the bidders for the input project design personnel. For bidding projects that implement the comprehensive evaluation method, the credit evaluation weight should generally account for more than 10% in the evaluation score, and the design fee quotation weight should generally not exceed 10%. The implementation of the "separation of evaluation" system allows the tenderer to select the winning bidder based on the evaluation and recommendation of the evaluation committee, in accordance with the provisions of the bidding documents. Encourage the tenderer to specify the bidding compensation clause in the bidding documents and provide appropriate compensation to unsuccessful bidders. Under the premise of ensuring transparency and openness, the winning bidder of the architectural design scheme shall not be restricted from participating in the bidding for subsequent design stages, full process engineering consulting, or engineering general contracting of the project.
4、 Standardize the selection of evaluation experts. In principle, the experts for architectural scheme evaluation shall be selected according to the third level professional classification standards of the National Development and Reform Commission's "Professional Classification Standards for Public Resource Trading Evaluation Experts" (NDRC Regulation [2018] No. 316). The evaluation experts for residential buildings, public buildings, and industrial building schemes shall be selected from the corresponding categories of experts, and the number of experts shall not be less than two-thirds of the total number of members of the evaluation committee. If the number of experts in the third level category of the evaluation expert database cannot meet the requirements of random selection, they can be selected from the second level category experts, or personnel with corresponding technical abilities recommended by the tenderer can be included in the evaluation committee after being reviewed by the housing and urban-rural development competent department. For construction projects with special requirements for architectural art and design, academicians, national or provincial architectural engineering (survey and design) masters, and overseas experts with corresponding qualifications can be directly invited to participate in the evaluation.
5、 Support the development of design firms. In accordance with the requirements of the "Notice on Promoting the Development of Architectural Design Firms" (Jian Shi [2016] No. 261) issued by the Ministry of Housing and Urban Rural Development, architectural design firms can undertake architectural professional design and technical services in all levels of architectural project scheme design, preliminary design, and construction drawing design within the scope of qualification permits. The tenderer shall not restrict or exclude architectural design firms from participating in bidding for various types of architectural engineering design within its qualification scope under unreasonable conditions, nor shall it restrict or exclude architectural design firms in the form of "independent enterprise legal persons" from participating in bidding or as members of a consortium. Architectural design firms can act as contractors to implement general contracting for architectural design, and should complete the architectural design business on their own. With the consent of the contracting party, they can subcontract other professional design businesses to qualified subcontractors while ensuring the integrity of the architectural design.
6、 Implement the architect responsibility system. Encourage the implementation of architect responsibility system in civil construction projects and low-risk industrial construction projects. The architect responsibility system relies on the design unit as the implementing entity, and establishes a design consulting team led by a registered architect who serves as the overall project leader. According to the contract agreement, the team represents the construction unit to supervise the overall quality and quality of the project construction process and building products, and provides consulting services covering bidding agency, survey, design, supervision, cost, project management, etc. The design documents, construction documents, and application materials submitted by authorized registered architects with signatures and seals have the same legal effect as the materials submitted by the construction unit. The architect responsibility system project can apply for construction permits using the survey and design quality and safety commitment system in accordance with relevant regulations. The calculation of architect responsibility system service remuneration can refer to the Guiding Opinions on Promoting the Development of Whole Process Engineering Consulting Services (NDRC Investment Regulations [2019] No. 515) and be included in project investment.
7、 Create distinctive brands. Deeply explore the characteristics and cultural genes of Shandong's architectural culture, study and sort out the distinctive regional architectural symbols, building materials, and construction techniques, and create architectural works that reflect regional characteristics, cultural features, and the spirit of the times. Promote the construction of the "Good Shandong" brand in the field of architectural design, and expand the influence and reputation of the "Shandong Design" brand. Support design units to combine reality and establish professional studios around advantageous fields such as healthcare, education, and housing in our province, cultivating design brands with Shandong characteristics such as medical institutions, school buildings, and high-quality housing. Organize academic exchanges, research projects, design competitions, "Shandong Design Master Lecture Hall" and other activities to liven up the academic atmosphere, stimulate innovation vitality, and enhance the level of originality. Fully utilize various methods such as newspapers, magazines, radio and television, websites, and self media to promote and showcase excellent architectural works, outstanding architects, and outstanding architectural design units.
8、 Improve the application level of BIM technology. Promote the forward design of BIM in construction engineering, establish a BIM based architectural design process, and accelerate the transformation and upgrading towards 3D collaborative design mode. Actively utilize BIM technology in the stage of architectural scheme creation, strengthen the application of BIM technology in spatial analysis, performance simulation, functional optimization, and visual display. Improve the simulation level of BIM technology in green building design, carbon emission calculation, etc., to better save resources and protect the environment. Using BIM technology to lead the entire process of prefabricated building survey and design, component production, construction and installation, decoration, operation and maintenance, solving problems such as repeated modeling and information fragmentation in each stage. Promote the digital delivery of design results and encourage large public buildings to provide BIM results during the scheme design and construction drawing design stages. Explore the paid transmission of BIM data results and pilot the promotion of BIM construction approval.
9、 Give full play to the role of leading talents. Deeply implement the strategy of building a strong country through talent, fully leverage the supporting and leading role of leading talents such as Shandong Province's construction engineering (survey and design) masters, encourage them to undertake major construction projects and scientific research projects, and lead architect responsibility system projects. Academicians with excellent performance, high level, and good reputation, as well as national design master teams, can be directly commissioned to carry out architectural scheme design. Teams led by provincial construction engineering (survey and design) masters can be invited to participate in scheme design bidding. Organize academic lectures and technical exchange activities for provincial construction engineering (survey and design) masters, and promote the growth of outstanding young architects through various forms such as transmission, assistance, and mentoring. Inviting academicians and national engineering design masters to provide specialized training for our provincial masters, continuously improving their professional level. Support provincial construction engineering (survey and design) masters to apply for national engineering design masters.
10、 Establish a sound supporting system. Explore the establishment of a post evaluation system for large-scale public building projects, comprehensively evaluate the creativity, functionality, cost, benefits, environmental and social impact of the building, and publicly disclose the evaluation opinions to provide reference and inspiration for other building designs. Protect the intellectual property rights of architectural design creativity in accordance with the law and safeguard the labor achievements of architects. Support design units to establish and improve the salary system for architectural creators, and increase the proportion of income distribution from the transformation of architectural creation results. Give full play to the role of industry associations, issue industry self-discipline conventions, and jointly create a favorable market environment for architectural creation. Support industry associations to develop design cycle and design cost indices based on in-depth research, publish industry service cost information or fee guidelines, and guide both contracting parties to reasonably determine design fees.
