The "Shanghai Housing and Urban Rural Development Urban Management Development Report (2023)", edited by the Municipal Housing and Urban Rural Development Management Commission and undertaken by the Municipal Construction Transportation Development Research Institute, has recently been completed. The report consists of six parts: "Development", "Livelihood", "Governance", "Guarantee", "Key Tasks of 2023", and "2022 Urban and Rural Construction Major Events". Let's take a look together

The report points out that the work in 2022 will be extremely extraordinary and challenging. The Shanghai Municipal Commission of Housing and Urban Rural Development has successfully completed key tasks in urban and rural construction, housing development, urban management, industry transformation, urban safety, and party building work.

In terms of "development": Over the past year, under the strong leadership of the Municipal Party Committee and Government, the Shanghai housing and construction system has coordinated development and safety, promoted urban and rural construction work represented by major engineering projects, and made important contributions to stabilizing economic development. In 2022, the city's major projects will be steadily accelerated, and the total investment completed will reach 209.9 billion yuan, accounting for more than 20% of the city's fixed assets investment, playing a key role in expanding effective investment. The real estate market maintains stable and healthy development, focusing on the goal of "stabilizing prices, housing prices, and expectations", further stabilizing entities and confidence, and the overall market presents a stable trend.

In terms of "people's livelihood": Last year was the year when the previous round of people's livelihood projects came to an end. The Shanghai housing and construction industry was responsible for six "people's livelihood projects", including the renovation of old areas, the installation of elevators in existing multi story residential buildings, the grounding of overhead lines, and the renovation of pole boxes, continuously strengthening people's livelihood protection. After the completion of the large-scale renovation work, this city has identified "sporadic renovation of houses below the second level old neighborhoods", "complete renovation of old houses", and "urban village renovation" as new major livelihood projects, striving to achieve the goal of "two old houses and one village" renovation through the efforts of two governments. In terms of living standards, a total of 385000 units (rooms) of affordable rental housing have been raised and 220000 units (rooms) have been supplied, reaching 64% and 55% of the 14th Five Year Plan, respectively. The installation of elevators in existing multi story residential buildings has entered a large-scale stage, with 2303 units to be completed by 2022. After five years and two rounds of overhead line grounding and pole box renovation projects, the city has completed the renovation of 801.6 kilometers of roads.

  The event, with the theme of "Action from Local to Global", consists of an opening ceremony, 4 themed forums and 8 special forums, results release and exhibition display, as well as 1 main forum, 2 roundtables, and 3 side events organized online by the United Nations Human Settlements Programme. It contributes Shanghai samples and Chinese solutions to achieving global sustainable development goals. In terms of digital transformation of urban management, five key tasks will be accelerated, including the construction of a CIM base for cities, the construction of a refined comprehensive management service platform for cities, and the construction of benchmark application scenarios for digital transformation. By 2022, a municipal level platform for Shanghai's urban information model housing and construction industry will be initially established. In terms of refined urban management, the "Action Plan for Improving Refined Urban Management in Shanghai" has been introduced, which aims to build 102 beautiful neighborhoods, complete 101 urban community micro updates, and improve the quality of 30 under bridge spaces throughout the city. Firmly guard the bottom line of urban risk prevention and control, and help win the battle to defend Shanghai. Completed the 100 day special rectification campaign for the safety of self built houses, with a total of 169500 self built houses inspected. The city has completed the rectification of 380 kilometers of hidden danger pipelines, and the installation rate of combustible gas leakage alarm devices for liquefied gas catering users has reached over 95%.  

In terms of "guarantee": sort out some achievements and experiences at the mechanism level from the aspects of party building guidance, policy research, regulatory construction, and technological innovation. This includes assisting in the construction of talent highlands, drafting the "Implementation Opinions on Accelerating the Renovation of Old Areas, Complete Renovation of Old Housing, and Renovation of 'Urban Villages'", "Implementation Opinions on Strengthening the Protection and Inheritance of Historical and Cultural Heritage in Urban and Rural Construction and Promoting High quality Development", and "Implementation Opinions on Strengthening the Promotion of Technological Innovation in the Field of Housing and Urban Rural Construction and Management in this City". The second round of the "Exploration and Practice of Shanghai's' People's City 'Construction in the New Era" series includes volumes on old district renovation and green building. Compilation of four chronicles, including the "Shanghai Gazetteer - Construction Industry Branch (1978-2010)". Organize and hold technology conferences, etc.

In terms of key tasks for 2023, they are mainly reflected in the "Five Strengths" and "One Firm":

Concentrate on infrastructure construction and accelerate the improvement of urban development level. Taking major projects as the driving force to drive infrastructure investment and construction. The city has arranged 191 formal projects and completed an investment of 215 billion yuan, including 15 newly started projects, 26 completed projects, and 48 preparatory projects. Cooperate to promote 10 and 32 practical projects for the people throughout the city. Taking the renovation of "two old villages and one village" as a starting point, we will deepen the promotion of urban renewal. Completed sporadic renovation of 120000 square meters and 4000 households; Complete the complete renovation of 280000 square meters of old housing; Launch 10 "urban village" renovation projects.

Concentrate efforts to achieve a comfortable and livable living environment, and accelerate the improvement of the housing system. Increase the supply of affordable rental housing. We will focus on both construction and supply, improve the construction mechanism of the "green channel", raise 75000 sets (rooms) of affordable rental housing throughout the year, supply 60000 sets (rooms), and strengthen the integrated linkage of "planning, construction, management, and service" of affordable rental housing. Carry out the creation of characteristic (demonstration) communities, creating 1000 new era "Beautiful Home" characteristic communities and 100 new era "Beautiful Home" demonstration communities.

Strengthen governance efficiency and accelerate the transformation of urban governance methods. Embroidery skills enhance the level of refinement in urban management. Develop a new round of action plan for the refinement and improvement of urban management (2024-2026). Relying on the refinement of urban management, we will leverage functions such as "service, coordination, scheduling, supervision, and demonstration" to implement a special action to address shortcomings in urban management. Build 100 'beautiful neighborhoods'. 100 kilometers of overhead lines entering the ground and connecting poles have been renovated.

Concentrate on technological innovation breakthroughs and accelerate the sustainable development of the construction industry. Guide the construction of a new round of green ecological urban areas and implement green and low-carbon transformation and renewal of existing urban areas. Throughout the year, 2 million square meters of ultra-low energy consumption building projects will be implemented, and the total carbon emissions from urban and rural construction in this city will be controlled at around 43.14 million tons. Benchmarking against the World Bank's business friendly environment assessment, launching a new round of benchmarking reform work. Implement the "Optimizing Business Environment 6.0 Version" in the field of engineering construction.

Concentrate on identifying and rectifying hidden dangers, and accelerate the construction of a safe and resilient city. Promote the full coverage of network access and management for building glass curtain walls, strengthen the automatic detection and precise push function of hidden dangers, and take timely risk avoidance measures. Solidly promote the regular stage inspection and rectification work of the special rectification of self built house safety. Implement the renovation of 200 kilometers of aging gas pipelines. Develop a new three-year action plan for gas safety production (2023-2025), replacing gas appliance connecting hoses for no less than 500000 households using natural gas pipelines, and installing no less than 100000 gas alarms for elderly people living alone.

We will firmly deepen the comprehensive and strict governance of the Party, and provide strong political guarantees for the high-quality development of the industry. We will strengthen the "one game of chess" work pattern, effectively drive Party organizations at all levels to implement the main responsibility of comprehensively and strictly governing the Party, lead cadres and workers to participate in the hot practice of Chinese path to modernization, and comprehensively promote the implementation of major decisions and arrangements of the central and municipal committees.
