Four mandatory national standards, including "Technical Specifications for Investigation of Production Safety Accidents", have been released.
Recently, the mandatory national standard "Technical Specifications for Accident Investigation in Production Safety" (GB 6442 - 2025) and the revised mandatory national standard "Classification and Coding of Production Safety Accidents" (GB 6441 - 2025), "Statistical Requirements for Direct Economic Losses in Production Safety Accidents" (GB 6721 - 2025), and "Judgment of Injury Loss Working Days in Production Safety Accidents" (GB 15499 - 2025) were released by the Ministry of Emergency Management. These four standards comprehensively regulate the entire process of accident investigation, covering aspects such as investigation procedures, classification and coding, direct economic loss statistics, and injury determination. Among them, "Judgment of Injury Loss Working Days in Production Safety Accidents" will be implemented on January 1, 2027, while the other three will be implemented on July 1, 2026.
"The Technical Specifications for Investigation of Production Safety Accidents" is a newly formulated mandatory standard. It systematically clarifies the overall requirements for accident investigation, on-site investigation, evidence collection, accident analysis, and the compilation of accident investigation reports, etc. The aim is to enhance the seriousness and credibility of accident investigation work, and to provide technical support for accurately determining accident responsibilities and standardizing accident investigation procedures.
"Classification and Coding of Production Safety Accidents" is a revision of the original recommended standard into a mandatory standard. This standard is based on the actual situation of safety production in China. After in-depth analysis of typical accident cases, it has increased the basic accident types from 20 categories to 27 categories, established three dimensions for accident classification, and clarified the methods for determining accident types and the coding rules.
"The Requirements for Statistical Calculation of Direct Economic Losses from Production Safety Accidents" is a revision of the original recommended standard into a mandatory standard. The new standard has improved the scope and methods of direct economic loss statistics, clearly covering subsequent expenditures for personal injuries, property losses, emergency rescue, on-site cleanup and administrative expenses, etc. It also further standardizes the statistics and application of indirect economic losses, deletes the content related to the classification of economic loss severity in the original standard, and enhances the accuracy and comparability of the statistical results.
"Judgment of Workdays Lost Due to Production Safety Accidents" transforms the original recommended standard into a mandatory one, unifying the basic requirements and application norms for determining the workdays lost due to accident injuries. This revision has optimized the classification of human injury sites and the corresponding loss workdays values, clearly stating that it is applicable for the rapid determination of accident injury severity (minor injury/severe injury), providing a scientific basis for the assessment of accident severity.
