In January 2026, the review meeting for the safety facility design of the 160,000-ton/year sulfur recovery and acid production project of Lihua Yi Li Jin Petrochemical Co., Ltd. was successfully held. This review meeting was organized by the Dongying Emergency Management Bureau, with experts in the field of chemical safety serving as the review panel. The project's construction unit, Lihua Yi Li Jin Petrochemical Co., Ltd., and the design unit, Hebei Huafeng Engineering Design Co., Ltd., along with relevant responsible persons from both parties, participated in the meeting. The core objective of the meeting was to strictly verify the compliance, scientificity and reliability of the project's safety facility design, ensuring that the design fully complies with the "Guidelines for the Compilation of Safety Facility Design Special Chapters for Hazardous Chemical Projects", "Pollutant Emission Standards for Sulfuric Acid Industry" (GB 26132-2010), and other laws, regulations and standards and norms, and to lay a solid foundation for the project's full life cycle safety.

At the meeting, the personnel responsible for compiling the special section on engineering safety facilities presented detailed reports on the three core areas: optimization of the project's overall layout, process flow design, and safety facility configuration. In light of the highly corrosive, oxidizing, and highly toxic nature of sulfuric acid, they focused on elaborating on potential hazardous sources such as sulfuric acid leakage, corrosion burns, and poisoning as the project is constructed and operated. They systematically introduced targeted safety protection plans, including detection and alarm systems for toxic and harmful gases in preventive facilities, anti-corrosion and explosion-proof electrical equipment, and anti-corrosion coating systems for process equipment and pipelines; emergency cut-off systems, liquid level, temperature, and pressure interlock systems, and acid leakage emergency collection systems in control facilities; as well as fire protection systems, emergency shower and eyewash devices, and anti-corrosion explosion-proof facilities in accident impact control categories. The report content comprehensively covered key aspects such as hazard source identification, risk assessment, and matching design of safety facilities, providing detailed basis for this review work. 

The experts of the review team followed the key points for safety review of hazardous chemicals projects and, in light of the "two key points and one major" characteristics (keyly regulated hazardous chemical processes, keyly regulated hazardous chemicals, and major hazardous sources) of the sulfuric acid project, conducted in-depth reviews from dimensions such as external safety protection distance, feasibility of relying on public utility facilities, safety reliability of the process flow, selection of equipment material and anti-corrosion, and configuration of automation control. All the participants at the meeting fully exchanged views based on the design materials. The review expert team proposed constructive suggestions on key issues such as process safety optimization, durability of anti-corrosion facilities, and emergency rescue protection equipment, clarified the technical points that needed further refinement, and provided professional guidance for the optimization and upgrading of the design scheme. After a comprehensive review, the expert team unanimously agreed that the design concept of the safety facilities for this project was clear and the protective measures were in place, fully meeting the current safety standards and regulations. 

Ultimately, the review panel reached a consensus and issued an expert opinion, unanimously agreeing that the special chapter on safety facility design of this project has passed the review. Next, Huafeng Engineering will, based on the optimization suggestions proposed at the meeting and in combination with the HAZOP analysis results, refine the design plan to ensure that the safety facilities are deeply integrated with the production process, providing solid technical support for the subsequent construction and safe operation of the project. 

The successful review of the safety facility design chapter for this 160,000-ton/year sulfur recovery and acid production project signifies a crucial advancement in terms of safety compliance for the project, laying a significant foundation for its timely progress.
