Notice from the Office of the Ministry of Housing and Urban-Rural Development on Doing a Good Job in the Collection of Credit Information in the Field of Housing and Urban-Rural Construction
Housing and Urban-Rural Development Departments of all provinces and autonomous regions, housing and urban-rural construction (management) committees and relevant departments of municipalities directly under the Central Government, Housing and Urban-Rural Development Bureau of the Xinjiang Production and Construction Corps, and units of ministries and organs, and relevant units directly under the Ministry of Agriculture:
In order to implement the deployment requirements of the Party Central Committee and the State Council on improving the social credit system, promote the standardization, standardization, and informatization of credit information aggregation in the field of housing and urban-rural construction, and establish comprehensive, complete and accurate credit records, the relevant matters are hereby notified as follows:
1. Clarify work objectives
By the end of June 2026, Realize the full collection of credit information such as administrative permits and administrative penalty decisions made by provincial housing and urban-rural development departments. By the end of 2026, a credit information aggregation system covering the housing and urban-rural development departments at the ministine, provincial, municipal, and county levels will be fully completed, significantly improving the collection and sharing rate of credit information. Simultaneously promote the optimization and upgrading of the credit information sharing platform of the Ministry of Housing and Urban-Rural Development (hereinafter referred to as the Ministry Credit Platform) to effectively support incentives for trustworthiness and punishment for untrustworthiness.
2. Standardize information collection
(1) Clarify the scope of collection. All localities should follow the principle of "who supervises, who is responsible, who produces, and who collects", and in accordance with the "Catalogue of Public Credit Information in the Field of Housing and Urban-Rural Construction", all information such as administrative licensing, administrative punishment, administrative compulsion, administrative confirmation, administrative rewards, administrative filings, and lists of seriously untrustworthy entities should be included in the scope of collection. On this basis, actively promote the inclusion of public utility payment information in the scope of collection, and encourage credit subjects to supplement and improve credit information through methods such as "voluntary filling + credit commitment".
(2) Standardize the collection process. Where relevant information systems have been built, credit information can be pushed to the ministry's credit platform through the information system; Where relevant information systems have not yet been established, credit information can be filled in on the ministry's credit platform. The collected administrative penalties and other information should clarify the severity of their dishonesty, publicity period, and other attribute information; The information format must comply with the requirements of basic credit information data standards. Among them, administrative penalties imposed through summary procedures, administrative penalties imposed with warnings, and administrative penalties that are not disclosed in accordance with the law are only collected and not disclosed.
(3) Strengthen information sharing. All localities should rely on the ministry's credit platform to establish and improve credit information sharing mechanisms, strictly follow relevant data sharing standards, promote cross-regional and cross-level information interconnection, and effectively open up data sharing blockages. Encourage qualified places to carry out sharing pilots, explore standardized aggregation and sharing paths, and form replicable and generalizable practical experience.
3. Strengthen the application of data governance
All localities should accelerate the construction of relevant information systems, give full play to the role of the ministry's credit platform hub, smooth data sharing and collection channels, and improve the ability to collect, share, and collaborate on credit information collection, sharing, and collaborative repair. It is necessary to carry out data governance in strict accordance with the requirements of relevant norms for credit information management, promptly rectify unqualified data, and ensure the integrity and standardization of data. It is necessary to improve system functions, actively use big data, artificial intelligence and other technologies to comprehensively improve the support capacity of business scenarios, and realize the integrated management of data from collection, storage, sharing to application.
4. Strengthening Organizational Implementation
Housing and Urban-Rural Development departments at all levels should attach great importance to the collection of credit information, establish and improve working mechanisms, regularly review the status of credit information collection, and promote the normalization and institutionalization of information collection work, strictly preventing concealment, omission, or false reporting. The management mechanism from objection feedback to verification and correction should be improved to continuously enhance the comprehensiveness, authenticity, and accuracy of the data. Provincial housing and urban-rural development departments should strengthen overall coordination and supervision. Municipal and county housing and urban-rural development departments should designate responsible personnel to ensure the orderly progress of work. The Ministry of Housing and Urban-Rural Development will rely on the ministry's credit platform to monitor information quality and, where appropriate, introduce third-party agencies to conduct on-site verification.
