To the health and health commissions, emergency management departments (bureaus), and fire rescue brigades of all provinces, autonomous regions, and municipalities directly under the central government, and the health and health commission and emergency management bureau of the Xinjiang Production and Construction Corps:


In order to implement the "Guiding Opinions of the General Office of the State Council on Promoting the Development of Infant and Child Care Services" (Guobanfa [2019] No. 15), and in accordance with the requirements of the "Management Standards for Childcare Institutions (Trial)", to further strengthen the fire safety management of childcare institutions and ensure the safety and health of infants and young children, the National Health and Health Commission and the Ministry of Emergency Management have organized the formulation of the "Guidelines for Fire Safety in Childcare Institutions (Trial)" (hereinafter referred to as the "Safety Guidelines"), which are now issued. Please implement them conscientiously.


Local health and health departments and fire rescue agencies should take the initiative to report to local governments, improve the joint working mechanism of relevant departments, strictly manage and control the fire risks of childcare institutions, and resolutely prevent the occurrence of influential fire accidents. Fire safety training for childcare institutions should be organized, and the content of the "Safety Guidelines" should be explained and questions and doubts should be answered. Childcare institutions should be guided to conduct self-inspection and self-correction in accordance with the "Safety Guidelines", implement the fire risk classification control mechanism, strengthen independent management of fire safety, and accept social supervision.

Guidelines for Fire Safety in Childcare Institutions (Trial)


The childcare institutions in this guideline refer to institutions that provide full-day care, half-day care, hourly care, temporary care and other childcare services for infants and young children under the age of 3. In order to standardize the fire safety work of childcare institutions and improve the level of fire safety management, the following guidelines are formulated.


I. Basic conditions for fire safety


(I) Childcare institutions shall not be located on the fourth floor or above, underground or semi-underground, and the specific floors shall comply with the relevant provisions of the Code for Fire Protection Design of Buildings (GB50016).


(II) Childcare institutions shall not be located in "three-in-one" places (accommodation and production, storage, and operation places) and color steel plate buildings, and shall not be located in the same building as places for the production, storage, and operation of flammable and explosive dangerous goods.


(III) Effective fire separation measures should be taken between childcare institutions and other functional places in the building where they are located. When partial connection is required, the doors and windows opened on the wall should be Class B fire doors and windows. When childcare institutions are combined with office and business premises, their evacuation stairs should take effective fire separation measures from the office and business premises.


(IV) The setting form, number, width and other setting requirements of the stairs of childcare institutions should comply with the relevant provisions of the "Code for Fire Protection Design of Buildings" (GB50016). The steps and platforms of the evacuation stairs should be made of non-combustible materials. When childcare institutions are set up in high-rise buildings, independent safety exits and evacuation stairs should be set up. The number of evacuation doors in rooms with a building area of more than 50 square meters in childcare institutions should not be less than 2.


(V) The indoor decoration materials of childcare institutions should comply with the relevant provisions of the "Code for Fire Protection Design of Interior Decoration of Buildings" (GB50222), and flammable and combustible decoration materials shall not be used. In order to prevent infants and young children from falling or getting hurt, if it is necessary to use a small amount of flammable and combustible materials, a certain safe distance should be maintained from power sockets, electrical lines, electrical equipment, etc.


(VI) Childcare institutions should set up fire-fighting facilities and equipment in accordance with national standards and industry standards. Large and medium-sized childcare institutions (refer to the relevant provisions of the "Architectural Design Code for Nurseries and Kindergartens" JGJ39) should set up automatic sprinkler fire extinguishing systems and automatic fire alarm systems in accordance with standards (no sound and light alarm devices may be installed); other childcare institutions should install independent fire detection alarms with networked alarm functions, and simple sprinkler facilities may be installed if conditions permit. Rooms with a building area of more than 50 square meters and evacuation corridors with a building length of more than 20 meters should have natural smoke exhaust conditions or mechanical smoke exhaust facilities. Childcare institutions should set up emergency lighting and light evacuation signs that meet the illumination requirements. Childcare institutions should be equipped with 1 ABC dry powder fire extinguisher of more than 5Kg or 2 6L water-based fire extinguishers for every 50 square meters, and no less than 2 at each installation point.


(VII) Kitchens using gas in childcare institutions should be equipped with flammable gas concentration alarm devices, gas emergency shut-off devices, and fire extinguishers, fire blankets and other fire-fighting equipment, and effective fire-proof separation measures such as fireproof walls and fireproof doors should be taken with other areas.


(VIII) Childcare institutions should be equipped with simple gas masks according to the number of childcare workers and infants and young children, and placed in a convenient location for emergency use to meet the needs of safe evacuation and escape. Childcare workers should undergo fire safety training and have the ability to assist infants and young children in evacuation and escape. The setting of infant rest beds should facilitate safe evacuation.


(IX) Childcare institutions should install 24-hour visual monitoring equipment or visual monitoring systems, and the images should be able to be displayed in real time in the duty room, the fire control room of the building where they are located, and other places. The video image information should be kept for no less than 30 days.


(X) The design and laying of electrical lines and gas pipelines in childcare institutions should be implemented by institutions or personnel with electrical design and construction qualifications and gas design and construction qualifications, and qualified electrical equipment, electrical lines and gas stoves, valves, and pipelines should be used.


II. Fire safety management


(XI) Childcare institutions should implement a fire safety responsibility system for all staff. The legal representative, principal person in charge or actual controller is the first person responsible for fire safety in the unit, and the fire safety manager should be responsible for the specific implementation of fire safety duties. Childcare practitioners should implement the fire safety responsibilities of their positions. Childcare institutions and the owners and property owners of the leased venues should clearly define their respective fire safety responsibilities in the lease agreement.


(XII) Childcare institutions should formulate fire safety management systems such as safe use of fire, electricity and gas, fire prevention inspections and patrols, rectification of fire hazards, and fire training and drills.


(XIII) Childcare institutions should strictly implement fire prevention inspection and inspection requirements, promptly discover and correct illegal use of fire, electricity and gas and locking of safety exits, and promptly rectify fire hazards discovered during inspections.


(XIV) Childcare institutions should conduct fire safety training regularly, and practitioners can only take up their posts after passing the training. After taking up their posts, they should receive fire safety training at least once every six months, especially strengthening training on skills to assist infants and young children in evacuating and escaping.


(15) Nursery institutions should regularly inspect and maintain fire-fighting facilities, and conduct comprehensive inspections at least once a year to ensure that fire-fighting facilities are intact and effective. Fire-fighting facilities and equipment must not be blocked, damaged, or misappropriated.


III. Safety management of fire, electricity, and gas


(16) Nursery institutions must not use open flames such as candles, mosquito coils, and stoves. Smoking is prohibited, and obvious prohibition signs must be set up.


(17) Kitchens of nursery institutions located in high-rise buildings must not use bottled liquefied gas, and exhaust hoods and oil fume ducts must be cleaned every quarter.


(18) The electrical lines of nursery institutions should be protected by pipes, and the electrical line joints should be connected by wiring terminals, and must not be connected by hinges or other methods. Extension cords and sockets must not be used in series to draw electricity.


(19) Nursery institutions must not privately pull and connect wires, and must not directly lay electrical lines, sockets, and electrical equipment inside or on the surface of children's amusement facilities and indoor decorations made of flammable and combustible materials.


(XX) The power distribution circuits of high-power electric heaters, fan heaters, convection electric heaters, electric heating films and other heating equipment in childcare institutions shall be equipped with short-circuit and overload protection devices that match the safe current carrying capacity of the lines.


(XXI) Refrigerators, freezers, air conditioners, humidifiers, ventilation devices and other equipment that are powered on for a long time in childcare institutions shall implement effective safety inspections and protective measures.


(XXII) Electric bicycles, electric balance bikes and their batteries shall not be illegally parked or charged in childcare places, stairwells, corridors and safety exits of childcare institutions; children's amusement facilities with power storage functions shall not be charged during childcare work.


IV. Safety management of flammable and combustible materials


(XXIII) The rooms, corridors, walls and ceilings of childcare institutions shall not be decorated with flammable and combustible materials such as foam, sponge, blankets, wooden boards, color steel plates, etc. in violation of regulations.


(XXIV) Childcare institutions shall not use a large number of flammable and combustible pendants, plastic simulated trees, ocean balls, hydrogen balloons and other decorative objects.


(XXV) In addition to daily amounts of disinfectant alcohol and air fresheners, childcare institutions shall not store inflammable and explosive dangerous goods such as gasoline and fireworks.


(XXVI) Childcare institutions shall regularly clean up discarded inflammable and combustible debris.


V. Safety Evacuation Management


(XXVII) Childcare institutions shall keep evacuation stairs unobstructed and shall not lock, occupy, block or close emergency exits and evacuation passages. Evacuation doors shall be hinged doors that open in the direction of evacuation, and shall not use sliding doors, rolling doors, hanging doors, revolving doors or folding doors.


(XXVIII) Normally closed fire doors of childcare institutions shall be in a normally closed state and have obvious warning signs. Evacuation doors with access control devices shall be equipped with emergency opening devices.


(XXIX) The ceilings and walls of the evacuation passages of childcare institutions shall not be equipped with protruding decorations that affect evacuation, and mirror reflective materials that affect personnel evacuation shall not be used.


(30) Childcare institutions shall not install iron fences or other obstacles on doors and windows that affect escape and fire fighting and rescue. If they must be installed, they should ensure that they can be opened in time in the event of a fire.


VI. Emergency Management


(31) Childcare institutions should formulate fire fighting and emergency evacuation plans, and have special emergency plans and implementation methods for the evacuation of infants and young children, and clarify the job responsibilities of childcare practitioners to assist infants and young children in emergency evacuation.


(32) Childcare institutions should organize and carry out fire drills for all staff at least once every six months, especially to strengthen emergency evacuation drills in view of the fact that infants and young children have no ability to evacuate independently.


(33) Childcare institutions should establish a joint operation mechanism with the fire control room, volunteer fire brigade or micro fire station in the building where they are located, establish reliable emergency communication methods, and conduct joint fire drills every year.


(34) Employees of childcare institutions should master the operation and use of simple gas masks and indoor fire hydrants, fire hose reels, fire extinguishers, and fire blankets, know the "119" fire alarm method and procedures, and have the ability to put out initial fires and organize emergency evacuation.


(35) During the rest period of infants and young children, childcare institutions should specify two or more people to be on duty to ensure that fire accidents can be quickly handled and evacuated in time.
