Notice of the Ministry of Housing and Urban-Rural Development on the Practice of Registered Public Equipment and Electrical Engineers
Ministry of Housing and Urban-Rural Development of All Provinces, Autonomous Regions, Municipalities directly under the Central Government, Beijing Municipal Commission of Housing and Urban-Rural Development, Xinjiang Production and Construction Corps Housing and Urban-Rural Development Bureau, Relevant Departments of the State Council:
In order to strengthen the management of the professional activities of registered public equipment and electrical engineers, to implement the professional rights and responsibilities of registered public equipment and electrical engineers, and to safeguard public interests and the order of the construction market, in accordance with relevant regulations such as the "Regulations on Quality Management of Construction Projects", the "Regulations on Survey and Design of Construction Projects", and the "Regulations on the Management of Registered Engineers in Survey and Design", the following matters related to the practice of registered public equipment and electrical engineers are hereby notified.
1. As of June 1, 2026, for the engineering designs of medium-sized and larger construction projects stipulated in the engineering design qualification standards, the corresponding professional leaders should be registered public equipment and electrical engineers. Registered public equipment and electrical engineers should sign and affix their professional seals in the professional leader responsibility column of the engineering design documents, and be responsible for the engineering design documents of this profession. The list of signed and sealed documents for professional practice can be found in the attachment.
2. Registered professionals in public equipment and electrical engineering shall fulfill the obligations stipulated by laws and regulations. They must conduct designs in accordance with relevant laws, regulations, and engineering construction standards, and shall not sign or stamp on false or substandard engineering design documents. The age limit for practicing registered professionals in public equipment and electrical engineering shall not exceed 70 years old.
All levels of housing and urban-rural construction authorities and relevant departments should, in accordance with their respective duties, strengthen the supervision and management of the professional activities of registered public equipment and electrical engineers. They should handle those individuals and enterprises that violate laws and regulations in accordance with the law, maintain the order of the construction market, and ensure the quality and safety of construction projects.
