New industrialization is an inevitable choice to promote transformation and upgrading and give play to the strategic supporting role of the chemical industry. Looking at the development process of economies in various countries and regions in the world, maintaining a certain proportion of the manufacturing industry and striving to improve its innovation capacity and quality efficiency is the only way to ensure that the middle income trap is successfully crossed and successfully entered the developed economy.

In all aspects, Henan's economic development is facing huge regional competition pressure, and its manufacturing industry is relatively weak compared with other economically developed provinces around it. The immediate reasons for this are: on the one hand, it takes time for the growth of strategic emerging industries; On the other hand, for cognitive and controlling reasons, the volume of some important industrial categories has declined and the increment has slowed down, and it is not yet "established" that it is "broken", resulting in the lack of quality improvement and development of the original advantageous industries.

Henan has a good endowment of resources, geographical location linking the east to the west, south through north. The east is close to the coastal areas that need bulk chemical basic raw materials, and the west is connected to the western provinces that are rich in energy resources, which is one of the regions with the greatest advantages in developing the petrochemical raw material industry portfolio in the country. After years of accumulation, the status and role of the petrochemical industry in supporting the development of the province is still prominent, and the implementation of the "Belt and Road" strategy has given wings to the high-quality development of Henan chemical industry. According to the statistics of the China Petroleum and Chemical Industry Federation, the total amount of Henan's petrochemical industry has maintained a scale of more than one trillion yuan for many years, ranking sixth to seventh in the country, and second only to the machinery and equipment industry in the province. Therefore, we should keep a clear understanding of the development of Henan chemical industry, and do not lose confidence because of some difficulties or adverse factors.

At present, Henan Province is accelerating the cultivation of 28 key industrial chains in 7 fields, including new materials, new energy vehicles, electronic information, advanced equipment, modern food, modern textile, and modern medicine, continuously strengthening the hard strength of scientific and technological innovation, and striving to promote the extension of the manufacturing industry to the high-end, intelligent, and cutting-edge direction. Thus, it provides new impetus for the improvement, increment, expansion and transformation of the chemical industry, brings new opportunities, and many technologies and means that can be used for reference, which is conducive to empowering the digital transformation and green development of the chemical industry. At present, in Henan, some key common technologies that have not been cracked for a long time, such as digital pilot scale analog technology, are brewing breakthroughs, promoting the application of new technologies such as micro-reaction and process strengthening; It has created the supply of many new products such as electronic chemicals, and enriched the opportunities for industrial chain and supply chain expansion; It has driven the digital, intelligent and green development process of the chemical industry park.

New-type industrialization has created good conditions for Henan Chemical industry to integrate into the new development pattern and realize regional coordinated development. Since the "two great cycles" strategy was put forward in the 1980s and 1990s, the pattern of "two ends out" in coastal areas and the supply of raw materials for international commodity production in coastal areas has basically not changed. The implementation of the "Belt and Road" Initiative and the popularization of Internet technology are changing the depth and breadth of opening-up in Henan, a large inland economy province.

Based on this, Henan chemical industry must continue to deepen the opening to the outside world, while paying attention to the forefront of industrial technology, actively take advantage of the natural advantages of the Central Plains economic hub, strengthen regional cooperation with Shandong, Shanxi, Hebei and other neighboring provinces, and form the industrial linkage of "mountains and rivers". In the integration of industrial chain, supply chain and innovation chain, we will strive to increase the proportion of high-tech industries and high value-added products, and improve the economy of products. From the point of view of promoting the realization of the "dual carbon" strategy, this is also a very valuable initiative. Since the production and consumption of most chemical products have a certain regional radius, individual enterprises and parks, even if they do their best to promote the expansion and recycling of the industrial chain, will be constrained by the uneconomic scope or factor guarantee, environmental capacity constraints and supply chain delays. Therefore, the "zero carbon" model in the field of chemical industry is often not achieved by an enterprise, a park or even a province, and requires a larger scale industrial chain, supply chain, value chain, and innovation chain connection. Cross-regional and even cross-province collaborative development is very necessary, and the concept of "mountain and river economy" is just a good way to solve this problem.
