The reporter learned that in recent years, China's new materials industry has entered a period of rapid development, with its industrial scale continuously expanding. The Ministry of Industry and Information Technology has vigorously promoted the deep integration of new material scientific and technological innovation and industrial innovation, and has focused on advancing three aspects of work to ensure the healthy development of the industry.
One is to focus on key breakthroughs.
We have effectively implemented major national science and technology projects and industrial foundation renewal projects. We have strengthened the position of enterprises as the main drivers of innovation. We have established upstream-downstream cooperation mechanisms based on key downstream application fields and carried out systematic collaborative innovation. Since the "14th Five-Year Plan" period, we have achieved breakthroughs in a number of key materials, such as high-performance carbon fiber composite materials, which were used for the first time globally in the main load-bearing structures of commercial operation subway train car bodies. This has led to a 11% reduction in vehicle weight and an annual reduction of approximately 130 tons of carbon dioxide emissions, promoting the upgrading of urban rail transit to a lighter and greener model.
The second point is to enhance promotion and application.
Focusing on the bottlenecks in the initial stage of new materials entering the market regarding their application and promotion, we have deeply implemented the insurance compensation policy for the first batch of new materials, expanded the number and duration of support for the first batch of new materials, alleviated users' concerns about purchasing, and encouraged localities to improve the first batch of policies according to local conditions, accelerating the promotion of the first batch of materials. As of now, we have cumulatively promoted new material products worth over 55 billion yuan into the market, contributing to the space exploration endeavors of Shenzhou No. 21 and other missions, supporting the C919 large aircraft soaring through the sky and the intelligent trainsets racing across the land.
The third point is to strengthen capacity building.
The layout has established a five-category key platform system for new materials covering the entire process from material research and development, pilot-scale testing and optimization, material production, testing and verification, and material application. It accelerates the simultaneous testing, verification, and iterative upgrading of new materials and end products, providing nearly 3,000 batches of new material application verification services, over 1.5 million test evaluation services, and serving 230,000 enterprises. It has also released over 500 new material standards, leading the optimization and upgrading of advanced basic materials, key strategic materials, and frontier new materials.
Tao Qing stated that in the next step, the Ministry of Industry and Information Technology will base itself on meeting the actual needs of key application fields, aim to lead industrial development through material innovation, focus on the development directions of advanced basic materials, key strategic materials, frontier new materials, and 'AI + materials', and promote coordinated innovation throughout the upstream and downstream of advanced materials. It will strengthen policy coordination, financial support, talent supply and factor guarantee, create a favorable ecosystem for promoting the research and application of new materials, and comprehensively enhance the innovation ability and development efficiency of the new materials industry.
