Develop intelligent construction to cultivate a modern construction industry chain

This year's government work report states, "Develop new types of productive forces based on local conditions and build a modern industrial system" "Promote intelligent construction and cultivate a modern construction industry chain." 

The new quality productive forces in the construction industry are fundamentally formed by technological innovation as the leading force, data elements as the driving force, industrial collaboration as the supporting force, and green and low-carbon as the orientation. Intelligent construction is an important carrier and implementation path for the formation of new quality productive forces in the construction industry. It can not only enhance the quality of supply through digital design, intelligent production, and lean construction, but also reshape the resource allocation method through platform collaboration, online supervision, and intelligent operation and maintenance; it can not only promote the transformation of traditional labor-intensive industries into technology-intensive and knowledge-intensive industries, but also drive the coordinated upgrading of related industries such as building materials, engineering equipment, industrial software, and intelligent terminals. 

In this sense, what intelligent construction aims to cultivate is not merely the ability to "build houses", but the ability to "build in a modern industrial system manner"; not merely the ability to "complete the project", but the ability to "strengthen the industrial chain, optimize the supply chain, and activate the ecosystem". Whoever can achieve this transformation first will gain the initiative in the new round of construction industry reform. 

To further promote intelligent construction, several key directions should be focused on. 

First, the application of scenarios must be the driving force. Intelligent construction must be integrated into actual scenarios such as the construction of "good houses", urban renewal, infrastructure construction, and green and low-carbon transformation. Technologies must be verified, standards improved, products refined, and models cultivated in real projects. Without large-scale application scenarios, technological innovation will be difficult to be transformed into industrial innovation; without continuous feedback from engineering scenarios, platforms, equipment, software, and management systems will also be difficult to mature and be finalized. 

Second, the standard system must be taken as the foundation. For the modernization of the construction industry supply chain, the most fundamental aspect is standardization. Without standardized design, it is difficult to achieve large-scale production of components and parts; without standardized data, it is difficult to achieve platform interconnection and system collaboration; without standardized delivery, it is difficult to achieve quality traceability throughout the process and continuous operation and maintenance. The future competition in intelligent construction, on the surface, is a competition in technology, but in essence, it is largely a competition in the standard system, integration capabilities, and organizational efficiency. 

Thirdly, it is essential to prioritize the enhancement of the supply chain. Intelligent construction should not merely focus on the intelligence of the construction site; it should extend further to include research and design, materials and equipment, component production, as well as operation and maintenance services, and asset management. Particularly, efforts should be made to accelerate the strengthening of supply chains in key areas such as critical software, core equipment, intelligent terminals, new building materials, and industrialized components, in order to promote the formation of a modern construction industry supply chain that is self-reliant, collaborative, and more resilient. 

Fourth, ecological cultivation must be set as the goal. A truly mature intelligent construction is not achieved by a few enterprises acting independently; instead, it involves the symbiotic growth of leading enterprises, platform enterprises, specialized and innovative enterprises, research institutions, and application scenarios. Through institutional innovation, policy guidance, and market mechanisms, we should promote the deep integration of industry, academia, research, and application, ensure precise alignment between talent cultivation and industrial demands, and simultaneously improve the supporting systems such as finance, insurance, certification, and supervision, to form an industrial ecosystem featuring multi-party collaboration, comprehensive element convergence, and full-chain integration. 

The deployment in the government work report regarding the development of intelligent construction and the cultivation of a modernized construction industry supply chain indicates that the transformation and upgrading of China's construction industry has entered a new stage that places greater emphasis on systematic reshaping, chain reconfiguration, and ecological reengineering. The understanding of intelligent construction should not be limited to the technical application level; the promotion of the modernization of the construction industry should not be confined to internal enterprise renovations. We must grasp intelligent construction from the perspective of reshaping the industrial system, supply chain system, and industry ecosystem. We must truly make intelligent construction an important engine for cultivating new quality productive forces in the construction industry, and drive China from a construction giant to a construction power quickly.
