Recently, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the National Energy Administration jointly issued the "Notice on Carrying Out the Construction of Zero-Carbon Parks" (hereinafter referred to as the "Notice"), proposing to promote the low-carbon and zero-carbon transformation of parks through eight key tasks. This policy not only provides a key handle for achieving the goals of carbon peaking and carbon neutrality, but also has a profound impact on key industries such as petrochemicals and hydrogen energy.

Picture/Notice on the Construction of Zero-Carbon Parks

I. Petrochemical Industry: The acceleration of green transformation and technological upgrading are extremely urgent

1.Requirements for industrial structure adjustment

The Notice clearly states that it will promote the transfer of high energy-consuming industries to energy-rich regions, and requires the petrochemical industry to optimize its regional layout and develop low energy consumption and high value-added products.

2. Key points of low-carbon technology application

The policy emphasizes clean energy alternative solutions such as direct supply of green electricity and utilization of biomass energy, while also demanding an improvement in energy efficiency and promoting the construction of "extreme energy efficiency factories".

3. Development Path of Circular Economy

By improving the resource recycling network in the park, promoting the efficient utilization of petrochemical by-products, and building an industrial symbiotic system.

II. Hydrogen Energy Industry: Policy dividends for the expansion of application scenarios are fully released

1.Hydrogen energy, as a core supporting technology for zero-carbon parks, is embracing significant development opportunities. The Notice explicitly mentions hydrogen energy in multiple tasks:

Explore the development and utilization model of hydrogen-electricity coupling, and promote the integration of green hydrogen production with energy storage and industrial energy use

2. Encourage the substitution of fossil fuels and raw materials, and expand the application scenarios of hydrogen energy in fields such as chemical engineering and metallurgy

3. Support the construction of multi-energy complementary systems in the park to provide practical space for hydrogen transportation and distributed energy.

4. Safeguard measures such as "one-window" approval and medium - and long-term credit support have reduced the implementation costs of hydrogen energy projects.

It can be foreseen that zero-carbon parks will become the key carriers for hydrogen energy technology to move from demonstration to large-scale application, driving the rapid growth of industrial chain links such as electrolyzers, storage and transportation equipment, and fuel cells.

The construction of zero-carbon parks is not only a key measure to achieve the "dual carbon" goals, but also provides new opportunities for low-carbon development for enterprises. Through the combination of policy guidance, technological innovation and market mechanisms, the park will become a testing ground and growth pole for the green transformation of industry. In the future, with the accumulation of pilot experience, the zero-carbon model is expected to be promoted nationwide, driving China's industry towards a new stage of high-quality development.
