All provincial, autonomous regional, municipal, and prefectural housing and urban-rural development authorities, municipal housing and urban-rural development commissions (bureaus), Beijing Commission of Planning and Natural Resources, Housing and Urban-Rural Development Bureau of Xinjiang Production and Construction Corps, all departments and affiliated units of the Ministry: 

In order to further promote the standardization, normalization and convenience of government services, and to enhance the level of "Internet + government services", it has been decided to launch electronic certificates for construction enterprises' qualifications such as those for construction and urban-rural construction enterprises, which have been approved by the Ministry of Housing and Urban-Rural Development. The following are the relevant matters to be notified: 

1. Starting from January 17, 2026, the following construction enterprise qualifications approved by the Ministry of Housing and Urban-Rural Development will adopt electronic certificates (the sample is provided in the attachment) and no longer issue paper certificates. 

Construction enterprise qualification; 

2. Qualifications for construction project surveying enterprises; 

3. Qualifications for construction project design enterprises; 

4. Engineering supervision enterprise qualifications. 

II. Enterprises can log in to the housing and urban-rural construction ministry's government service portal to view and download the electronic certificates of construction enterprises approved by the housing and urban-rural construction ministry. For the specific operation procedures, please refer to the "Operation Manual for the Housing and Urban-Rural Construction Ministry's Government Service Portal (Trial)". Enterprises should properly keep their accounts on the housing and urban-rural construction ministry's government service portal. Any consequences resulting from improper account management and information leakage will be borne by the enterprises themselves. 

III. Units and individuals can scan the QR code on the electronic certificate through the WeChat mini-program of the "National Construction Market Supervision Public Service Platform" or the housing and urban-rural development ministry's government service portal to query and verify the enterprise qualification information.
