2. Introduction to the safety assessment project:
Gaoyang County Military and Civil Gas Station (General Partnership) is located at the intersection of Nanban Road, Jinzhuang Township, Gaoyang County. It was established in 2000 and is a general partnership enterprise. The person in charge is Zhang Bingshan, and there are currently 3 employees. It mainly deals in two varieties of gasoline and diesel for vehicles. There are 4 directly buried horizontal SF storage tanks in the storage tank area, including 2 gasoline storage tanks of 25m3, 1 diesel storage tank of 25m3, and 1 diesel storage tank of 50m3. There are 4 refueling machines in the refueling area, with double rows. The gasoline facilities are all equipped with oil and gas recovery systems. Covering an area of 806.8m2, the main buildings include station buildings, single-story buildings (including finance rooms, business halls, power distribution rooms, station master rooms, etc.), sheds, auxiliary rooms, tank pools, station building construction area of 176m2, auxiliary room area of 68.9 m2, shed area of 360m2.
According to the relevant regulations of the state and Hebei Province and the evaluation contract signed between Hebei Huafei Technology Consulting Co., Ltd. and Gaoyang County Military and Civilian Gas Station (General Partnership), the evaluation scope is the external safety conditions of the gas station of Gaoyang County Military and Civilian Gas Station (General Partnership), the general layout and construction (structure) buildings, process systems and equipment facilities (station buildings, tank areas, refueling areas and auxiliary facilities), public works and auxiliary projects, safety management, etc.

In March 2018, Huafei Company established an engineering evaluation team and officially launched the evaluation work. The evaluators communicated with the stationmaster of the military and civilian gas station (general partnership) in Gaoyang County for many times to collect relevant information. They went to the scene to follow up the investigation and grasp the first-hand information data at the first time. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site. After solid and meticulous work, the safety evaluation report of this project was compiled at the end of March 2018.
