Expansion & Revamp Project for 14,000-Ton Specialty Chemicals, Engineered by Huafei Engineering, Successfully Passes Joint Safety Access Review of Hebei Province for High-Risk Chemical Construction Projects
Recently, the feasibility study report for the Annual 14,000-Ton Specialty Chemicals Expansion and Revamp Construction Project (hereinafter referred to as "the Project"), engineered by Hebei Huafei Engineering Design Co., Ltd. (hereinafter referred to as "Huafei Engineering") for Huamao Weiye Green Technology Co., Ltd., successfully passed the joint safety access review convened by the Hebei Provincial Office of the Work Safety Committee for high-risk chemical construction projects.The joint review session was organized by the Office of the Hebei Provincial Work Safety Committee, with the participation of key representatives from the Provincial Development and Reform Commission, the Department of Industry and Information Technology, the Department of Emergency Management, and the emergency management bureaus of Shijiazhuang, Tangshan, Cangzhou, Xingtai, and Handan, along with personnel from the applicant enterprises and design institutes.
During the review, the project design team of Huafei Engineering delivered a comprehensive and detailed presentation on the feasibility study report, covering aspects including project overview, surrounding site conditions and compliance with fire separation requirements, general layout and planar arrangement conformity, core technologies and process flows, as well as identification of "two key points and one major hazard" (i.e., key hazardous chemicals, key hazardous processes, and major hazard sources). In response to technical inquiries and concerns raised by the expert panel and participating departmental leaders, the design team provided thorough clarifications and justifications on a case-by-case basis. Ultimately, the feasibility study report was unanimously approved by all attending departmental representatives.
Prior to the review meeting, the Huafei Engineering design team had conducted multiple rounds of preliminary communications with relevant regulatory authorities, reaching early consensus on critical technical issues—thereby laying a solid foundation for the smooth passage of the joint safety access review. In the next phase, the project design team will continue its efforts to efficiently and with high quality complete the subsequent safety facility design and detailed engineering design, ensuring that the project commences construction in full compliance with applicable laws and regulations at the earliest practicable date.
