On August 1, 2026, the Measures for the Implementation of Minimum Renewable Energy Consumption Targets and the Renewable Energy Power Consumption Responsibility Weight System (Document No. 42 of 2026), jointly issued by the National Development and Reform Commission (NDRC) and three other central departments, officially took effect. For the first time, the new regulation incorporates non-electric consumption of renewable energy into the minimum target assessment framework, creating a structurally driven opportunity for green hydrogen, green ammonia, and green methanol.

Policy Breakthrough: From "Electricity-Only" to "Hydrogen-Inclusive"

The key breakthrough of this policy lies in the expansion of the assessment system from "electricity consumption only" to encompass non-electric consumption. The Measures divide the minimum renewable energy consumption targets into two categories: electric and non-electric consumption. The non-electric category covers renewable energy-based heating (and cooling), comprehensive utilization of renewable hydrogen, ammonia, and methanol, as well as biofuels.

According to an official from the National Energy Administration, this institutional innovation is designed to implement the relevant requirements of the Energy Law, broaden the pathways for non-electric applications of renewable energy, alleviate the pressure of renewable energy curtailment, and provide institutional support for the large-scale development of the green hydrogen, ammonia, and methanol industries.

Industry Restructuring: Anchoring a "Stable Demand Pool" for Hydrogen

China's green hydrogen, ammonia, and methanol industries have already achieved a certain scale, yet the market competitiveness of green products remains weak, and their green value is not fully realized. Following the policy implementation, key energy-intensive sectors such as steel and chemicals will be required to meet renewable energy consumption share targets. Green hydrogen and green ammonia will emerge as compliance pathways for enterprises, thereby establishing a stable demand base for the hydrogen industry.

As the industrialization and scaling of green hydrogen accelerate, market demand for hydrogen purification equipment and supporting technical services will continue to rise, bringing clear incremental opportunities to the hydrogen purification segment and accelerating the commercial maturity of the entire hydrogen industry.
