On August 15, 2026, the Ministry of Industry and Information Technology, the Ministry of Finance and the National Development and Reform Commission jointly issued a document granting approval in principle for five urban agglomerations to carry out comprehensive hydrogen‑energy application pilots with a four‑year pilot cycle. Covering the Beijing‑Tianjin‑Hebei region, the Greater Bay Area, Northeast China (including Eastern Inner Mongolia)‑Yangtze River Delta, Xinjiang‑Chengdu‑Chongqing Twin‑City Economic Circle, and the Yellow River "J‑Shaped Bend"‑Central Plains region, the pilot marks China’s hydrogen‑energy industry’s official transition from isolated demonstration trials to a brand‑new phase of large‑scale, comprehensive pilot implementation, with its industrialization drive gaining full momentum.

The pilot defines four core tasks: tackling key technical equipment, delivering industrial hydrogen‑energy projects, promoting fuel‑cell vehicles, and constructing hydrogen refueling stations. It prioritizes building an independent, controllable, complete and smooth‑running hydrogen‑energy industrial chain and supply chain. Meanwhile, the pilot imposes strict controls on low‑level redundant construction and rejects the extensive "small‑yet‑all‑in‑one" development model. It guides local authorities to develop differentiated and featured hydrogen‑energy pathways tailored to local resource endowments and fosters high‑quality industrial agglomeration.

All pilot urban agglomerations have rapidly formulated plans and accelerated implementation. Four cities in Jilin, included in the Northeast China (including Eastern Inner Mongolia)‑Yangtze River Delta pilot, leverage abundant local wind and solar resources to focus on green hydrogen, green ammonia and alcohol industries, planning to build a major domestic supply base for green liquid fuels. Lvliang in Shanxi, part of the Yellow River "J‑Shaped Bend"‑Central Plains urban agglomeration, draws on its well‑established coking industry to tap the potential of coke‑oven gas resources. It advances the resource‑based utilization of industrial by‑product hydrogen, blazing a distinctive low‑cost pathway for hydrogen‑energy development. A coordinated industrial system integrating hydrogen production, hydrogen refueling, hydrogen‑fueled vehicle operation and zero‑carbon freight corridors has taken shape, and the recycling model for industrial by‑product hydrogen is maturing.

Furthermore, a closed‑loop performance assessment mechanism has been established for this pilot. The three central authorities will conduct whole‑process follow‑up and supervision, and pilot evaluation results will be directly linked to central fiscal incentives. A standardized and predictable policy framework will effectively shore up industry confidence, expedite technological iteration, cost reduction and commercial application for hydrogen energy, and continuously unlock new drivers for the low‑carbon growth of the hydrogen‑energy sector.
