Relevant departments of development and reform commissions, energy bureaus, environmental protection departments, statistics bureaus and data management departments of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps; State Grid Corporation of China, China Southern Power Grid Co., Ltd., Inner Mongolia Electric Power (Group) Co., Ltd.; relevant power generation enterprises; Beijing and Guangzhou Power Exchange Centers; China Hydropower and Hydropower Engineering Design Institute; China Electricity Council:
In order to implement the major decisions and deployments of the Central Committee of the Communist Party of China and the State Council regarding carbon peak and carbon neutrality, and to promote the improvement of the carbon emission statistics and accounting system, we have formulated the "Guidelines for the Accounting of Non-Fossil Energy Electricity Consumption (Trial)". This guideline is hereby issued and please implement it accordingly. This guideline is for trial purposes and will be used for the accounting of non-fossil energy electricity consumption in the years after 2026. If any problems or suggestions arise during the trial process, please promptly report them to the National Development and Reform Commission and the National Energy Administration.
