Five departments issue notice on the three-year action plan for energy conservation and carbon reduction transformation in key industries
All provinces, autonomous regions, municipalities directly under the Central Government, Xinjiang Production and Construction Corps, development and reform commissions, industrial and informationization authorities, environmental protection departments, state-owned assets commissions, energy authorities, and relevant central enterprises:
In order to fully implement the spirit of the 20th National Congress of the Communist Party of China and the successive plenary sessions of the 20th Central Committee, and to implement the deployment of the Central Economic Work Conference and the Government Work Report, the National Development and Reform Commission and other departments have decided to carry out a three-year action to carry out energy-saving and carbon reduction renovations in key industries such as steel, electrolytic aluminum, cement, flat glass, refining, ethylene, synthetic ammonia, methanol, and coal-fired power. The following are the relevant matters to be notified:
I. Implementing energy-saving and carbon reduction renovations in depth is an important task deployed by the Central Committee and the State Council. It is not only conducive to accelerating the green and low-carbon transformation and supporting the realization of carbon peak and carbon neutrality goals, but also conducive to expanding effective investment and promoting industrial quality improvement and upgrading. All relevant departments, localities and enterprises should fully recognize the significance of this work and take effective measures to earnestly promote its implementation.
II. The energy consumption and carbon emissions of key industries are large in scale and high in intensity, and they are the top priorities for improving energy efficiency, reducing coal consumption and lowering carbon emissions. Starting from 2026, focusing on the 9 industries of steel, electrolytic aluminum, cement, flat glass, refining, ethylene, synthetic ammonia, methanol and coal-fired power, a comprehensive energy-saving and carbon reduction renovation will be implemented within 3 years. This will promote enterprises to fully improve their energy and carbon efficiency levels, and significantly enhance the green and low-carbon development level of the industry. Starting from 2028, based on actual circumstances, the implementation scope will be further expanded, other industries will be advanced step by step, and each region can carry out it in an orderly and timely manner as needed.
III. Relevant departments and localities should increase guidance and support, continuously improve policies and measures, fully mobilize the enthusiasm and initiative of enterprises, strengthen supervision and management of energy-saving and carbon reduction renovations, urge relevant enterprises to earnestly fulfill their main responsibilities for energy-saving and carbon reduction, actively implement energy-saving and carbon reduction renovations, and accelerate the formation of actual energy-saving, coal reduction and carbon reduction effects.
