The mandatory industry standard "Criteria for Judging Major Production Safety Hazards in Chemical and Hazardous Chemicals Production and Business Enterprises" (AQ 3067—2026), which was formulated by the Ministry of Emergency Management, was recently announced and released. It will come into effect on September 30, 2026, and is applicable to hazardous chemical production and business enterprises (including those with storage), chemical enterprises (including pharmaceutical enterprises). The core of this standard is to precisely determine the circumstances for judging major production safety hazards in chemical and hazardous chemical production and business enterprises.

The guidelines establish 53 assessment scenarios across seven dimensions, covering the entire chain of people, machines, materials, methods, and environment. The key personnel are the primary control points. It is clearly stipulated that enterprise leaders and safety managers must pass the assessment, special operation personnel must hold certificates, and personnel in high-risk positions must meet the hard requirements for educational background and professional qualifications. Those who work without a certificate will be directly judged as major hazards. The design and planning emphasize inherent safety at the source. Any lack of formal design, failure to meet safety protection distances, etc., are all major hazards. The process technology focuses on "two key points and one major issue", and key regulated process facilities that have not achieved automatic control or systems without emergency stop functions are all major production safety hazards.

Equipment and facilities require that major hazard source tank areas be equipped with emergency cut-off and safety instrument systems, and outdated hazardous chemical production technologies and equipment must be eliminated. Production operation and safety strictly control abnormal conditions, special operation approval, gas monitoring, and other key links. Safety management has strict constraints on permits, changes, and responsibility systems to ensure a management loop.

The core logic of the guidelines is prevention first, source governance, precise control, and unified assessment standards. It solves the problems of previous standards being vague and law enforcement being inconsistent. For enterprises, it is the "red line" for self-inspection and rectification. For regulatory authorities, it is the basis for precise law enforcement. It urges enterprises to fulfill their primary responsibilities and systematically address major safety risks in the field of chemical and hazardous substances.
