Announcement of the Ministry of Transport and the Ministry of Emergency Management on the release of the "Catalogue of Construction Techniques, Equipment and Materials that Endanger Production Safety in Highway and Waterway Engineering Projects"
In order to prevent and resolve the risk of major accidents in highway and water transport, promote the elimination of backward processes, equipment and materials in related industries, and improve the level of inherent safety production, in accordance with the "Work Safety Law of the People's Republic of China", "Measures for the Supervision and Management of Work Safety in Highway and Water Transport Projects" and other laws and regulations, the Ministry of Transport, together with the Ministry of Emergency Management, has organized the formulation of the "Catalogue of Construction Processes, Equipment and Materials Endangering Production Safety in Highway and Water Transport Projects" (hereinafter referred to as the "Catalogue"), which is now published.
All highway and water transport project operators must take effective measures to stop using the "prohibited" construction processes, equipment and materials listed in this "Catalogue" after the prescribed implementation period, and must not use the "restricted" construction processes and equipment listed in this "Catalogue" under restricted conditions and scope. The competent departments of transportation at all levels with the responsibility for work safety supervision and management shall carry out supervision and inspection of the implementation of this "Catalogue" in accordance with the relevant provisions of the "Work Safety Law of the People's Republic of China".
