2. Introduction to the safety assessment project:
Hebei Huadian Shijiazhuang natural gas cogeneration project to build two sets of 9F (2 × 400 trillion watt) "one to one" gas-steam combined cycle cogeneration units, the annual heat supply capacity is about 5.71 million gigajoules, using Shijiazhuang Huadian Heating Group Co., Ltd. has built a high-temperature water heating pipe network for external heating. The project requires an annual natural gas volume of about 735 million m3, burning Shaanxi-Beijing second-line natural gas, supplied by PetroChina North China Natural Gas Sales Company.
Hebei Huadian Shijiazhuang Thermal Power Co., Ltd. has commissioned Shijiazhuang Changfeng Environmental Engineering Co., Ltd. in May 2010 to conduct a safety pre-evaluation of the nine-phase expansion project (now the natural gas cogeneration project). Because the gas pipeline routing was not finalized at that time, the safety pre-evaluation of the nine-phase expansion project only introduced the gas source, and did not conduct a safety evaluation of the gas pipeline and the pressure regulator station. Now the gas source of the project has been connected to the natural gas receiving station of Shijiazhuang Thermal Power Co., Ltd. on the north side of the company (ie Jianfeng Boiler Voltage Regulator Station). The standard section of the pressure regulator of the project is to connect the air from the Jianfeng Boiler Voltage Regulator Station, and the buried land is sent across Fenghua Road to the entrance of the turbocharger of the pressure regulator of this project in the factory. The tender section of the natural gas cogeneration project is the starting tender section of the entire project, providing gas source for the natural gas cogeneration project in Shijiazhuang, Huadian, Hebei. The main construction contents of this tender section include: (1) The external natural gas inlet line of the plant area. (2) The internal natural gas pipeline of the plant area. (3) The natural gas pressure regulator station and the natural gas pipeline to the inlet flange of the gas turbine front module.

In May 2017, Hebei Huadian Shijiazhuang Thermal Power Co., Ltd. commissioned Hebei Science and Technology Consulting Co., Ltd. to conduct a safety pre-evaluation and evaluation of the bid section of the voltage regulation station of Hebei Huadian Shijiazhuang Thermal Power Co., Ltd.'s natural gas cogeneration project, and signed a safety evaluation technical service contract. Huafei established an evaluation team in a timely manner, carefully collected relevant laws, regulations, standards and relevant technical information, and went to the site to study the project's surrounding environment, layout, process technology, equipment and facilities, public and auxiliary projects and supporting facilities, and the company's safety management. The relevant information was collected, and relevant personnel of the construction unit were invited to introduce the relevant situation of the project.
The evaluation report was completed in July 2017 and experts were hired to review the report, and suggestions for revisions were put forward. The evaluation team carefully revised the report according to the expert opinions and delivered it to the enterprise after improvement.
