      To implement the requirements of the Notice on Deepening the Special Rectification of "Small Chemical" Safety (Hebei Emergency Management [2025] No. 10) jointly issued by the Hebei Provincial Emergency Management Department and the Hebei Provincial Department of Industry and Information Technology, consolidate the achievements of the 2024 "Small Chemical" special rectification, and further enhance enterprises' intrinsic safety standards, the competence of practitioners, and the capacity for risk and hazard identification and rectification—this initiative aims to strengthen the implementation of safety risk prevention responsibilities at the grassroots level.

    Recently, the Hengshui Municipal Emergency Management Bureau and the Hengshui Municipal Bureau of Industry and Information Technology have further advanced the special rectification of "small chemical" safety. They have required newly included enterprises to engage third-party design institutes to conduct a comprehensive review of the compliance between production practices and design in aspects such as overall site layout, production processes, equipment and facilities, automation control, and auxiliary engineering. The design institutes are mandated to issue formal review reports.

Upon receiving the commission, our company, Hebei Huafei Engineering Design Co., Ltd. (hereinafter referred to as "Huafei Engineering"), established a Design Verification Project Team to conduct a comprehensive review of the design compliance of the audited enterprises. This included examining the layout of installations (facilities), process technology and workflows, major equipment and piping, automation control systems, and utility engineering. The team systematically identified potential hazards arising from design deficiencies or unauthorized modifications during construction, while also undertaking documentation collection and on-site inspections. Finally, the Design Verification Report was compiled in three sections: (1) completeness of drawings, (2) consistency of drawings, and (3) other identified issues.
