2. Introduction to the safety assessment project:
Zhongneng International Petrochemical Co., Ltd., formerly known as Huanghua Xinyi Chemical Co., Ltd., is a joint-stock company invested and established by Shandong Xinhe Chemical Group Company. It was established in December 2006 and the economic system category is a limited liability company. On October 26, 2015, the company was renamed Zhongneng International Petrochemical Co., Ltd., the legal representative is Wang Chao, and the registered capital is 680 million yuan. The company currently has 600,000 tons/year heavy oil catalytic cracking unit (discontinued), 600,000 tons/year redelivery asphalt unit (discontinued), 1 million tons/year delayed coking unit (500,000 tons/year for the first phase of the project), 300,000 tons/year hydrorefining unit and supporting projects. The company's 1 million tons/year delayed coking plant (500,000 tons/year for the first phase of the project), 300,000 tons/year hydrogenation refining device and supporting projects first obtained the safety production license in 2009. Since then, a qualified safety evaluation company has been entrusted every 3 years to conduct a safety status evaluation. After the evaluation, the safety production license was extended in 2019. Certificate number: (Ji) WH safety license word [2019] 090142. valid period: August 9, 2019 to August 8, 2022.
According to the relevant regulations of the state and Hebei Province and the evaluation contract signed by Hebei Huafei Technology Consulting Co., Ltd. and Zhongneng International Petrochemical Co., Ltd., the evaluation scope is the external safety conditions of Zhongneng International Petrochemical Co., Ltd., the general layout and construction (structure) buildings, process systems and equipment facilities, public works and auxiliary projects, safety management and other aspects of safety conditions evaluation.

In December 2021, Huafei Company established an engineering evaluation team to officially start the evaluation work. The evaluators communicated with the relevant personnel of Zhongneng International Petrochemical Co., Ltd. for many times to collect relevant information. They went to the site to follow up the investigation and grasp the first-hand information data at the first time. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site. After solid and meticulous work, the safety evaluation report of this project was compiled and completed in June 2022.
