2. Introduction to the safety assessment project:
The overall plan of Wangqiansi Town in Jingxian County and the detailed plan of Wangqiansi Chemical Industrial Park are compiled by Hengshui City Planning and Design Institute. In the overall plan of Wangqiansi Town in Jingxian County, with the help of Jingxian Benyuan Jinghua Co., Ltd. as the leader, a chemical industrial park plot is planned in the western part of Wangqiansi Town. It is located in the area south of the central road and west of the chemical road planned by the park. The planned area is 82.51 hectares, and it mainly develops the second and third types of chemical industries and related upstream and downstream projects. On July 8, 2011, the Jingxian People's Government agreed to set the Wangqiansi Chemical Industrial Park in Jingxian County as a county-level chemical park and establish the Jingxian Wangqiansi Chemical Industrial Park Management Committee.
The planned area of Wangqian Temple Chemical Industrial Park is 82.51 hectares, with the development of second and third types of industries such as chemical industry and pharmaceutical manufacturing as the leading industries, and the appropriate extension of the industrial chain. The northernmost side of the planned chemical industrial park is the third type of industrial land, which is now reserved for Jingxian Benyuan Jinghua Co., Ltd. and its development. In the central and southern parts of the chemical industrial park, it is the planned second type of industrial land.
Wangqiansi Chemical Industrial Park is located in the southwest of Wangqiansi Town. The north side of the park is the planned central road, the east side is the planned chemical street of the park, the south side is Jinglong Highway, and the west side is the West Ring Road. Wangqiansi Town is 500m in the east of the chemical park, Sun Village is 720m in the southwest, Zhengguzhuang Village is 1400m in the northwest, Pao Zhuang Village is 950m in the north, Xiliang Village is 1600m in the northeast, and Dongliang Village is 2100m in the northeast. Wangqiansi Chemical Industrial Park is not in the water source protection zone.
Jingxian Wangqian Temple Chemical Industrial Park currently only has Jingxian Benyuan Refinement Co., Ltd. settled in. The company is a professional manufacturer of fine chemical products. It currently has a set of dihydroxydicyclohexylpropane production plants with a capacity of 1000 tons/year, an intermediate product hydrogen capacity of 80 tons/year, and an ethanol solvent recovery unit with a capacity of 1370 tons/year. The company has a tank farm with 3 20m3 ethanol storage tanks and 4 20m3 methanol storage tanks.
The master plan of Wangqiansi Town, Jingxian County, is to build a water plant in the northern part of the North Outer Ring for unified water supply, with a water supply capacity of 19,000 m ³/d, which will be transported to the Chemical Industrial Park through water supply pipelines. The Chemical Industrial Park plans to build a sewage treatment plant at the northwest corner of the intersection of the west section of the central road and the chemical street in the planning area, with a treatment capacity of 10,000 m ³/d.
There is currently a 35kV county-level substation in the southern part of the Wangqiansi Town Government Residence. With the increase in power consumption in the industrial park, the power sector will expand capacity in a timely manner according to power demand.
At present, the heating of enterprises in the park is provided by their own boilers. It is planned to build a new heating boiler room at the northwest corner of the intersection of Jianshe Road and Chemical Street in the middle of the park, with a total heating capacity of 230MW.
The planning and layout of the chemical industry park is in a square format. The road system in the park is composed of three vertical and three horizontal roads, including the west ring road on the west side of the park, the park street in the middle, and the chemical industry street in the east. The three horizontal roads include the planned central road on the north side, the construction road in the middle, and the south road.
According to the overall planning of Wangqiansi Town, a standard ordinary fire station is set up at the northeast corner of the intersection of Jinglong Road and Chemical Street. Municipal fire hydrants are arranged along the road, and the distance between fire hydrants is not more than 120m.
Jingxian Wangqian Temple Chemical Industrial Park has a management committee, which is specifically responsible for the supervision and management of safety production in the park. An emergency rescue plan has been formulated, and an emergency command system, a safety production accident disaster reporting system, and a major hazard information and monitoring system have been planned.
In the overall planning of Wangqiansi Town, Jingxian County, the town government and other administrative offices are centrally arranged on the northwest side of the intersection of Jinglong Highway, the government street in the central and southern parts of the planning area.

4. List of personnel, time, and main tasks to carry out safety evaluation work on site, and evaluation report time:
In April 2014, the Jingxian Wangqiansi Town Government commissioned Hebei Science and Technology Consulting Co., Ltd. to conduct a regional safety evaluation of Wangqiansi Chemical Industrial Park in Jingxian County, and signed a safety evaluation technical service contract. Huafei Company established an evaluation team in a timely manner, carefully collected relevant laws, regulations, standards and relevant technical information, and went to the scene to conduct on-site inspections of the area where the park is located, the surrounding environment of the park, the situation of enterprises settled in the park, the establishment of the park management committee and other institutions and the emergency management of the park. The relevant information such as the park planning and the park planning environmental impact assessment report was collected, and the relevant management personnel of the park were invited to introduce the relevant situation of the park.
During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant information of the park, and identified the hazardous substances, natural conditions, site selection, overall layout, production and storage procedures, and dangerous and harmful factors in the road transportation process in the park. According to the divided evaluation units, the Jingxian Wangqian Temple Chemical Industrial Park was qualitatively and quantitatively evaluated, and the personal risks and social risks of the park, the safety capacity of the park, and the Domiruo effect were analyzed. Countermeasures and suggestions were put forward, and safety evaluation conclusions were made. The evaluation report was completed in August 2014. On August 25, 2014, the Hengshui Safety Production Supervision and Administration Bureau organized experts to review the report and put forward amendments. Jingxian Wangqian Temple Chemical Industrial Park Management Committee has improved the relevant planning map of the park, and the evaluation team has carefully revised the report in accordance with expert opinions. After improvement, it has been delivered to the park management committee. The Jingxian Wangqian Temple Chemical Industrial Park Management Committee has been submitted to Hengshui City Safety Supervision Bureau for filing.
