Project filing situation: On February 13, 2017, Jincheng Chemical Company handled the filing certificate in the Economic Development Bureau of Cangzhou Bohai New Area for the overall relocation project (filing number: Cangbo Jingbei [2017] No. 002). The project is divided into two phases for construction. The first phase mainly builds caustic soda production workshops, production auxiliary projects, public works, office areas, etc.; the second phase mainly builds chlorinated paraffin production workshops, furfuryl alcohol production workshops, and high-purity hydrogen production workshops.
Nature of construction project: New hazardous chemical production project
Total project investment: total project investment 1 billion yuan, of which the first phase investment 400 million yuan, safety facilities investment of about 3.50 million yuan.
Construction content: The project includes 160,000 tons of ion membrane caustic soda plant and auxiliary production device and supporting public works, general plan transportation, storage system, auxiliary facilities, etc.

4. Time and main tasks for conducting safety evaluation work on site, and evaluation report time:
In September 2018, Cangzhou Lingang Jincheng Chemical Co., Ltd. approached Hebei Huafei Technology Consulting Co., Ltd. to discuss the safety condition evaluation of its overall relocation project (phase I). Huafei Company appointed relevant personnel to go to the site of Cangzhou Lingang Jincheng Chemical Co., Ltd. to conduct on-site inspections, understand the main plant, production scale, general layout, public works supply and surrounding relationships of the project, and collect relevant information of the project, and make relevant risk analysis of the project. After many conferrals, the relevant personnel of the two companies formed a preliminary intention and initially clarified the object and scope of the evaluation.
During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site, identified the dangerous and harmful factors existing in the project, conducted a qualitative and quantitative evaluation of the inherent danger degree of the project according to the divided evaluation units, and analyzed the risk degree of the project, put forward targeted safety countermeasures and suggestions, and exchanged views with the construction unit. On this basis, the safety evaluation conclusion was made. After solid work, the safety condition evaluation report of the project was prepared and submitted for review in November 2019. On December 19, 2019, commissioned by the Emergency Management Department of Hebei Province, the experts of Hebei Academy of Emergency Management Science organized a review of the report and put forward revised opinions. At the end of December 2019, the evaluation team personnel made serious revisions to the report in accordance with expert opinions, and the improvement was delivered to the construction unit, which was submitted to the Provincial Emergency Bureau for administrative approval.
