2. Introduction to the safety assessment project:
Baoding Jingxiu District Zhonghua Meikai Gas Station is located at No. 1588, West Third Ring Road, Jingxiu District, Baoding City. It was established in 1995 and is a sole proprietorship enterprise. The person in charge is Hao Jiku, and there are currently 7 employees. It mainly deals in two varieties of ethanol gasoline and diesel for vehicles. There are 6 directly buried horizontal steel storage tanks in the storage tank area, including 3 25m3 ethanol gasoline storage tanks, 1 25m3 diesel storage tank, and 2 abandoned 25m3 storage tanks (1 without pipeline connection, 1 has been launched). There are 8 refueling machines in the refueling area, which are arranged in double rows. The gasoline facilities are all equipped with oil and gas recovery systems. Covering an area of 4655m2, the main buildings include station building 1, canopy, and station building 2. Station building 1 has a construction area of 88m2, station building 2 has a construction area of 47.88 m2, and the canopy area is 497.29m2.
According to the relevant regulations of the state and Hebei Province and the evaluation contract signed by Hebei Huafei Technology Consulting Co., Ltd. and Baoding Jingxiu District Zhonghua Meikai Gas Station, the evaluation scope is the surrounding environment, general layout, process equipment and facilities, public works and auxiliary facilities, safety management, etc.

In December 2017, Huafei Company established a project evaluation team and officially launched the evaluation work. The evaluators communicated with the stationmaster of Zhonghua Meikai Gas Station in Jingxiu District, Baoding City for many times to collect relevant information. They went to the scene to follow up the investigation and grasp the first-hand information data at the first time. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site. After solid and meticulous work, the safety evaluation report of this project was compiled at the end of January 2018.
