2. Introduction to the safety assessment project:
Baoding Kangda Co., Ltd. is a private enterprise mainly engaged in the production of "gunner" series insecticide products. The relocation project is divided into two phases. The main content includes aerosol insecticide production line and daily chemical product production line and water, electricity, steam engineering and auxiliary facilities supporting the project. This report is only for the first phase of the project: the annual production scale is 35 million bottles of aerosol insecticide project. The first phase of Baoding Kangda Co., Ltd. was completed in 2011, covering an area of 35330 m2, the construction area is 13819.97m2, and the annual output is 3500 bottles of aerosol insecticide. The completion acceptance of safety facilities was carried out in July 2015;

The propane propellant used in the production process (propellant filling) is not in the "Catalogue of Hazardous Chemicals", but it has been identified as a hazardous chemical and its properties are similar to liquefied petroleum gas. Therefore, the status quo evaluation is carried out according to the enterprises using hazardous chemicals. According to the provisions of Articles 32 and 22 of the "Regulations on the Safety Management of Hazardous Chemicals" on the safety evaluation of enterprises using hazardous chemicals in production every three years, Baoding Kangda Co., Ltd. commissioned Hebei Huafei Technology Consulting Co., Ltd. to conduct a safety evaluation of its production and operation status in July 2015.
Our company formed an evaluation team composed of experts from various fields, consulted a large number of literature, laws and regulations, standards and technical materials, and conducted on-site inspections. On this basis, we carefully analyzed the specific situation of the evaluation project, prepared an evaluation outline, and formulated a project schedule. We clarified the division of labor and determined the purpose, principles and scope of this evaluation.
