2. Introduction to the safety assessment project:
Hebei Jinao Pipe Industry Co., Ltd. is a joint-stock enterprise specializing in steel pipe manufacturing. It was established in 2010 with a registered capital of 20 million yuan. The legal representative and chairperson of the company are Li Yafei, with 250 employees. The factory is located on the north side of Pangkou Market in Gaoyang County. It covers an area of 63491 m2. The steel pipe project with an annual output of 50,000 tons will be built in two phases.
The first phase of Hebei Jinao Pipe Industry Co., Ltd. was completed in 2013, covering an area of 35,330 m2, with a construction area of 8,400m2 and an annual output of 20,000 tons of steel pipes. The completion and acceptance of safety facilities was carried out in July 2015; the second phase of the project has an annual output of 30,000 tons of steel pipes and is under planning and construction. This evaluation is carried out for the first phase of the project that has been completed and put into operation. Hebei Jinao Pipe Industry Co., Ltd. uses dangerous chemicals such as sulfuric acid and gas in the production process of steel pipes. The steel pipes and ferrous sulfate by-products are not in the "Catalogue of Hazardous Chemicals", so the enterprise belongs to the enterprise that uses hazardous chemicals.

Hebei Jinao Pipe Industry Co., Ltd. is a professional enterprise specializing in the manufacture of steel pipes. It uses sulfuric acid, gas, and other hazardous chemicals in the production process, and belongs to the enterprise that uses hazardous chemicals. In accordance with the provisions of Article 32 and Article 22 of the "Regulations on the Safety Management of Hazardous Chemicals" on the safety evaluation of enterprises using hazardous chemicals in production every three years, Hebei Jinao Pipe Industry Co., Ltd. commissioned Hebei Huafei Technology Consulting Co., Ltd. to conduct a safety evaluation of its production and operation status in July 2015. Huafei Company established an engineering evaluation team and officially launched the evaluation work. Relevant evaluators communicated with the technical personnel of the enterprise many times and exchanged a lot of information. They went to the site to follow up and investigate the trial production situation many times, and obtained first-hand information and data to compile and complete the safety evaluation report of this project.
