2. Introduction to the safety assessment project:
The object of this evaluation is the safety facility design and diagnosis project of the hazardous chemicals in-service production unit of Baoding North Special Gas Co., Ltd. The main content of this project is the diborane and trimethyl boron synthesis unit belonging to the production of hazardous chemicals, excluding the industrial gas station, gas warehouse (hazardous chemical warehouse), office facilities, etc. in the project plant area that have been formally designed and passed the fire inspection and acceptance; excluding the content of high-purity gas sub-packaging belonging to the business category of hazardous chemicals. In order to ensure the safety of the project, the scope of this evaluation also includes the relationship between the surrounding areas of the plant, the general layout, public works, safety management, etc.
The project obtained the safety facility design license from Baoding Safety Production Supervision and Administration Bureau in March 2015. The license opinion number is: Ji Security Supervision and Hazardous Chemical Project Installation Wenzi [2015] No. 2009. The construction was completed in February 2015. The trial production plan was prepared on July 10, 2015 and relevant experts were invited to review it. On July 15, the trial production plan was revised and improved according to expert opinions, and the rectification of problems existing on site was completed. The trial production started on July 20. The trial production work ended on August 25, 2015.

In July 2015, Baoding North Special Gas Co., Ltd. officially commissioned Huafei Company to conduct a safety facility completion acceptance safety evaluation for its in-service production plant design and diagnosis project for hazardous chemicals, and signed a safety evaluation service contract. Huafei Company established an engineering evaluation team and officially launched the evaluation work. Relevant evaluators communicated with Baoding North Special Gas Co., Ltd. technical personnel for many times and exchanged a lot of information. They went to the site to follow up and investigate the trial production situation many times, and grasped the first-hand information data at the first time. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site. After solid work, the safety facility completion acceptance evaluation report of this project was compiled in September 2015.
