2. Introduction to the safety assessment project:
 The construction unit of this project is Jinmei Jinshi Chemical Investment Group Co., Ltd., formerly Shijiazhuang Jinshi Chemical Fertilizer Co., Ltd., which was changed to its current name on September 24, 2009. The company's registered address is located at No. 65 Fengshou Road, Shijiazhuang City, and the legal representative is Zhang Jinqiao.
 Jinmei Jinshi Chemical Investment Group Co., Ltd. invested in the relocation of Shijiazhuang Chemical Fertilizer Group Co., Ltd. to Shijiazhuang Circulation Chemical Park and established a branch of Shijiazhuang Circulation Chemical Park. The entire factory covers an area of about 509,690 square meters (about 764 acres). Its overall relocation project is a large coal chemical project, which is divided into two phases of supporting ammonia production and ammonium nitrate relocation project and supporting hydrogen production and urea relocation project for construction, as a whole, the Chinese petrochemical joint stock company Shijiazhuang Refining and Chemical Branch in the park 8 million tons of refining technology transformation projects are supported, among which supporting ammonia production and ammonium nitrate relocation projects have been completed, and the production scale is 180,000 tons/year synthetic ammonia, 120,000 tons/year methanol, 270,000 tons/year dilute nitric acid, 350,000 tons/year ammonium nitrate (containing porous ammonium nitrate and crystalline ammonium nitrate).

The process includes raw material coal preparation, crushed coal pressurized gasification, transformation, cooling, low-temperature methanol washing, pressure swing adsorption (PSA) hydrogen extraction, ammonia synthesis compression, ammonia synthesis, methane tail gas compression, methane conversion, refrigeration, sulfur recovery, gas-water separation, gas water vapor extraction, urea synthesis. The relocation project of ammonia production and ammonium nitrate has been completed in the factory area. The coal preparation system, gas water vapor extraction device, gas-water separation device, methane conversion device, and sulfur recovery device are shared devices with this project. The construction content of the production device of this project is crushed coal pressurized gasification device, transformation, cooling device, absorption refrigeration and low-temperature methanol washing device, pressure swing adsorption (PSA) hydrogen extraction device, ammonia synthesis device, urea synthesis device, and supporting Construction of related public works and auxiliary facilities. The design scale of the project's synthetic ammonia plant is 180,000 t/a, the design scale of the urea plant is 300,000 t/a, and the total amount of hydrogen is 60,000 tons/year.

 In November 2015, Jinmei Jinshi Chemical Investment Group Co., Ltd. commissioned Hebei Science and Technology Consulting Co., Ltd. to evaluate the safety conditions of its supporting hydrogen production and urea relocation project, and signed a safety evaluation technical service contract. Huafei Company established an evaluation team in a timely manner, carefully collected relevant laws, regulations, standards and relevant information and accident case analysis of the same industry of the construction project, and went to the site to conduct on-site inspections of the project site, surrounding environment, production equipment and company safety management. The relevant personnel of Jinmei Jinshi Chemical Investment Group Co., Ltd. were invited to introduce the relevant situation of the project.
 During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site, identified the dangerous and harmful factors existing in the project, analyzed and evaluated the inherent danger degree and risk degree of the project according to the divided evaluation units, and analyzed the personal risk and social risk of the project, put forward targeted safety countermeasures and suggestions, and fully communicated with the construction unit, exchanged opinions, and made a safety evaluation conclusion on this basis. In December 2015, the safety condition evaluation report of the project was completed, and the report was reviewed by experts organized by the Hebei Provincial Safety Production Supervision and Administration Bureau. The evaluation team carefully revised and improved the report according to the expert opinions and issued a formal evaluation report and delivered it to the construction unit.
