2. Introduction to safety assessment projects
Wuqiao Economic Development Zone in Hebei Province is a provincial-level economic and technological development zone approved by the People's Government of Hebei Province in 1993. After more than ten years of development, it has gradually developed to 7.11 km2 on the basis of the original planned total area of 4.11 km2, and now the planning has been adjusted to 33.3 km2. It has gradually formed an industrial park including Wuqiao Economic Development Zone in the northeast of the county and Songmen Industrial Park located at the southernmost end of the county.
The industrial park of the development zone is located in the northeast of Wuqiao County, with a planned area of 25km2. The enterprises currently settled in the park are mainly machinery manufacturing, auto parts, new building materials, hardware tools, lamps, glass products, rubber products, etc., mainly to develop machinery processing, agricultural product processing and new building materials industries. Songmen Industrial Park is adjacent to Dezhou City, Shandong Province in the west and south, and borders Tianqu Industrial Park (provincial level) in Dezhou City, Shandong Province. It is adjacent to Zhangwei New River and Beijing-Shanghai Expressway in the east, and the planned Shiji High-speed Railway and Weishi Road in the north. The planned area is 8.3km2. It mainly focuses on the development of medicine, chemical industry, machinery processing, new material industry, high-tech industry and logistics industry.

4. List of personnel, time, and main tasks to carry out safety evaluation work on site, and evaluation report time:
In April 2011, Hebei Wuqiao County Safety Production Supervision and Administration Bureau contacted with Hebei Huafei Science and Technology Consulting Co., Ltd. to discuss the regional safety evaluation of Hebei Wuqiao Economic Development Zone. Huafei Company appointed relevant personnel to visit the site of Hebei Wuqiao Economic Development Zone in April 2011 to conduct on-site inspections, understand the site selection of Hebei Wuqiao Economic Development Zone, the overall layout of planning, supporting public and auxiliary facilities, as well as the safety management of the park, emergency rescue and other relevant situations, collect relevant information on the planning of the park, and make relevant risk analysis for the regional safety evaluation project of Hebei Wuqiao Economic Development Zone. After conferring with the relevant personnel of Hebei Wuqiao Economic Development Zone and Wuqiao County Safety Production Supervision and Administration Bureau for many times, a preliminary intention was formed, and the object and scope of the evaluation were initially clarified. The evaluation team carried out data collection according to the data collection plan formulated, and conducted identification analysis according to the regional risk and harmful factors identification analysis plan and the relevant materials provided by Hebei Wuqiao Economic Development Zone and collected on site. According to the divided evaluation units and using safety checklist method, accident consequence simulation analysis method, causal analysis chart method, domino analysis method, fuzzy analytic hierarchy process and other safety evaluation methods, the degree of inherent danger in Hebei Wuqiao Economic Development Zone was qualitatively and quantitatively evaluated, and targeted safety countermeasures and suggestions were put forward, and safety evaluation conclusions were made. After solid work, the regional safety evaluation report of Hebei Wuqiao Economic Development Zone was completed in November 2011.
