The first blending operation of marine biofuel oil has been completed.

On March 13th, Sinochem Xingzhong Petroleum Transportation (Zhouji) Co., Ltd. used the F-02 storage tank to blend 6,300 tons of high-sulfur fuel oil and 2,000 tons of biodiesel within the tank, resulting in the production of 8,300 tons of high-sulfur B24 biodiesel. This marks the successful launch of the first batch of biodiesel blending business for ships across the country. 

This blending operation was entrusted by China Petroleum International Business (Hong Kong) Co., Ltd. and was carried out by Zhejiang Free Trade Zone China Petroleum International Business Co., Ltd. in the form of processing with imported materials. This is the first business after the Ministry of Commerce recently approved Zhoushan City to conduct the export business of blending marine biofuel oil. 

Since the Zhejiang Free Trade Zone completed the first domestic bunkering of bonded bio-fuel oil for ships in December 2023, multiple departments including the Zhoushan Municipal Bureau of Commerce, Customs, Maritime Safety Administration, and Port Authority have worked in coordination to communicate and exchange with relevant parties such as ship fuel suppliers, traders, oil depots, and shipowners on multiple occasions, and have conducted thorough discussions on the necessity and feasibility of blending bio-fuel oil. After two years of preparation, Zhejiang Free Trade Zone was the first to respond to policy innovation and formulated and released the "Biofuel Oil Blending Management Measures", establishing a safe and efficient regulatory model. Sinochem Xingzhong also made early preparations and cooperated with customers to obtain relevant industry chain certification qualifications. 

To ensure the safety and efficiency of this blending operation, Sinochem Xingzhong Company has strictly established three lines of defense to ensure full control throughout the entire process. Risk analysis and identification are carried out throughout the entire operation and all stages. During the production process, Sinochem Xingzhong Company relies on a digital system to achieve risk classification control and a closed-loop management of hazard identification and elimination. Through professional inspections, on-site patrols, and intelligent inspections, potential hazards are promptly detected, immediately rectified, and tracked throughout the process. At the same time, in line with the characteristics of biofuel oil, the company has revised special plans, equipped with dedicated emergency supplies and protective equipment, and regularly conducts practical drills on leakage, fire, and environmental protection, successfully completing this oil blending operation smoothly. 

It is reported that B24 biofuel oil can be directly applied to existing ship engines and can reduce carbon emissions by approximately 20%. The relevant person in charge stated that the first domestic biofuel oil blending project has been successfully completed. Besides achieving the social effect of environmental protection, it can also "turn waste into treasure", reduce dependence on imported oil, enrich the domestic energy structure, and achieve resource recycling. At the same time, it can effectively lower the operating costs of shipowners, enhance the competitiveness of Chinese ports as international shipping centers, and attract more international navigation vessels to dock and refuel.
