It is necessary to go to the site of the major hazardous source under his protection and complete the following hidden danger inspection tasks at least once every six months:
1. Verify whether the technical person in charge and the person in charge of operation perform their duties according to the specified time and content.
2. Confirm whether the safety management system and operating procedures of major hazardous sources are practical and effective, and whether the operators follow the system and operating procedures.
3. Verify whether there are major safety hazards and confirm whether various safety hazards are rectified in time.
4. Verify whether the number of personnel in the management and operation positions of major hazardous sources, their academic qualifications and qualifications meet the requirements, whether safety training is conducted, and whether they have the ability in safety management, operation and emergency response.
5. Confirm whether the safety investment in major hazardous sources is in place and whether the safety expenses are used reasonably and effectively.
6. Confirm whether the relevant data of safety monitoring and control of major hazardous sources are connected to the risk monitoring and early warning system for hazardous chemical production safety.
7. Confirm whether the safety facilities on the site of major hazardous sources are intact.
8. Confirm whether the special emergency plan for major hazardous sources is rehearsed once every six months and whether the rehearsal effect is achieved.
9. Verify whether the digital operation effect of the dual prevention mechanism has reached an excellent level.
2. Technical person in charge
It is necessary to go to the site of the major hazardous source under his/her responsibility and complete the following hidden danger inspection tasks at least once a quarter:
1. Confirm on-site whether the uninterrupted collection and monitoring system of the temperature, pressure, liquid level, flow, composition and other information of the major hazardous source and the flammable gas and toxic and harmful gas leakage detection and alarm device have the functions of information remote transmission, continuous recording, accident warning, information storage, etc.
2. Verify on-site whether there are faults, alarms and other information on the safety valves, pressure gauges, liquid level gauges, flammable and toxic gas alarms, video surveillance, etc. of the major hazardous source, and whether the relevant equipment has been overdue for inspection.
3. Confirm whether the design, manufacture, installation, use, inspection, maintenance, modification and scrapping of the equipment of the major hazardous source meet the national standards or industry standards.
4. Confirm whether the safety distance between the major hazardous source and the surrounding area meets the safety requirements. For major hazardous sources that exceed the personal and social permissible risk value limit standards, the organization shall take corresponding risk reduction measures until the risk meets the permissible risk standard requirements.
5. Organize the review of the relevant qualifications, safety management, etc. of the foreign workers and personnel involved in major hazardous sources.
6. Organize the investigation of safety risk hazards of major hazardous sources before major events, key periods and holidays.
7. On-site review of the process, equipment and personnel change plans involving major hazardous sources to ensure that the risks of the change process are controlled.
8. In response to the investigation of safety risk hazards of major hazardous sources, the organization shall formulate control measures and governance plans and supervise their implementation.
9. Organize the drill of special emergency plans and on-site disposal plans for major hazardous sources.
III. Operation Manager
It is necessary to go to the site of the major hazardous source under his/her responsibility and complete the following hidden danger investigation tasks at least once a week:
1. Check whether the post operators strictly implement the safety production rules and regulations and operating procedures of major hazardous sources and whether they strictly abide by labor discipline.
2. Check whether the special operations and inspection and maintenance operations involving major hazardous sources are handled in accordance with regulations, whether the guardian is present, whether there are any violations during the operation, and whether the safety risks are under control.
3. Check whether the safety hazards of major hazardous sources have been rectified in place, and whether the equipment is running with "diseases".
4. Check whether the external workers and personnel involved in major hazardous sources have violated regulations.
5. Check whether the equipment and facilities of major hazardous sources (including dynamic and static equipment, automatic control systems, safety equipment, etc.) are intact.
6. Check whether the emergency facilities, emergency equipment, emergency equipment, and fire-fighting facilities are intact.
7. Confirm whether the on-site monitoring facilities are intact and whether they effectively cover the major hazardous source area.
8. Confirm whether the on-site flammable and toxic gas alarms and fire alarms are in normal condition, and whether the alarm information is handled in time.
9. Check the risk monitoring and early warning system for hazardous chemical production safety, whether the warning information is handled in time, and whether the system is operating normally.
