In order to further strengthen and standardize the supervision and law enforcement of hazardous chemical production safety, guide local governments to improve the effectiveness of law enforcement inspections, and urge hazardous chemical companies to fulfill their main responsibilities for production safety, the "Guide Catalog of Key Issues for Law Enforcement Inspection of Hazardous Chemical Companies in 2023" (hereinafter referred to as the "Guide Catalog") is hereby issued to you, and the relevant matters are notified as follows:
1. The "Guide Catalog" applies to hazardous chemical production, operation (with storage) companies and chemical and pharmaceutical companies, and is the key content of the emergency management department's organization of safety production law enforcement inspections of hazardous chemical companies.
2. Strengthening precise and strict law enforcement is an important task clearly proposed in the "Opinions on Comprehensively Strengthening the Work of Hazardous Chemical Production Safety" issued by the General Office of the CPC Central Committee and the General Office of the State Council. Emergency management departments in all regions should earnestly study and implement General Secretary Xi Jinping's important instructions on production safety, adhere to the people-first and life-first principle, focus on major safety risks, major safety hazards, and key supervision of hazardous chemical processes, key supervision of hazardous chemicals, major sources of danger, and the "key minority" such as the first responsible person for production safety of enterprises, and continuously improve the precision of law enforcement inspections. , standardization and informatization level, carry out precise and strict law enforcement on key enterprises, severely investigate and punish illegal and unlawful acts in accordance with the law, strengthen the connection between law enforcement and execution, effectively prevent and resolve major safety risks, and prevent major accidents.
3. Emergency management departments in various regions should focus on the key matters of law enforcement inspection listed in the Guidance Catalog in accordance with relevant laws and regulations, and strengthen law enforcement inspections in combination with the actual situation in the region and the annual safety production supervision and inspection plan.
4. Emergency management departments in various regions should report the law enforcement inspection situation in a timely manner, analyze the key issues and common problems found, establish and improve the problem supervision and rectification system, and promote the fundamental elimination of accident hazards and fundamental solution of problems. It is necessary to give priority to reporting typical law enforcement cases of hazardous chemical safety production around the Guidance Catalog.
All provincial emergency management departments are requested to promptly convey the requirements of this notice to relevant hazardous chemical enterprises in their jurisdiction, guide enterprises to actively implement the main responsibility for safety production, continuously improve the inherent safety level and safety assurance capabilities, and report the implementation situation to the Ministry of Emergency Management before the end of January 2024.
