Notice on Implementing the Professional Requirements for Registered Public Equipment and Electrical Engineers by the Ministry of Housing and Urban-Rural Development
All county-level and district-level housing and urban-rural development bureaus, the Construction Management Department of Dongying Development Zone, the Construction and Transportation Bureau of Dongying Port Development Zone, the Construction and Development Bureau of Shandong Yellow River Delta Agricultural High-tech Zone, and all relevant units:
According to the "Notice of the Ministry of Housing and Urban-Rural Development on the Practice of Registered Public Equipment and Electrical Engineers" (Document No. 1 of 2026 of the Ministry of Housing and Urban-Rural Development), the following matters regarding the implementation of the practice requirements for registered public equipment and electrical engineers are hereby notified:
1. Strengthen professional responsibility and strictly enforce the regulations on professional signatures. Starting from June 1, 2026, for engineering designs of medium-sized and larger construction projects as stipulated in the engineering design qualification standards, the corresponding professional leaders should be registered public equipment engineers (such as HVAC, water supply and drainage, power) or registered electrical engineers (such as power supply, distribution, transmission and transformation). Each engineering design unit must earnestly fulfill the professional rights and responsibilities of registered public equipment and electrical engineers, ensure that registered public equipment and electrical engineers sign and affix their professional seals in the professional leader responsibility column of the engineering design documents, and be responsible for the engineering design documents of this specialty.
2. Strictly abide by professional discipline and standardize professional practice. Registered public equipment and electrical engineers must strictly fulfill their legal obligations, abide by construction engineering laws, regulations, and standards and norms, and resolutely refrain from signing or stamping on false or unqualified engineering design documents. Strictly implement the age limit for practice, with the practice age not exceeding 70 years old. All relevant units should establish and improve internal management systems, strengthen personnel qualification reviews, standardize the management of registered personnel, and prevent "ghost registration" and "proxy signing" and other illegal practice situations, ensuring that registered personnel are in full correspondence with their certificates and are performing their duties on the job.
3. Strengthen review control and strictly control the review of construction drawings. Starting from June 1, 2026, for the review of construction drawing design documents for housing buildings and municipal infrastructure projects in the entire city, the registration of public equipment and electrical engineers' professional signatures shall be regarded as a key review content. Projects submitted through the Digital Review System for Construction Drawing Design Documents of Dongying City (hereinafter referred to as the "Digital Review System") (the time node shall be based on the registration date of the project in the Digital Review System), the construction drawing review institutions shall strictly review the registration of signatures and seals by registered public equipment and electrical engineers in accordance with the new regulations of the Ministry of Housing and Urban-Rural Development. They should focus on verifying the consistency of the professional seal numbers with the employing units, the matching of the professional scope with the projects, and the standardization of the signature positions, etc. For design documents that do not meet the registration and professional requirements or do not sign and seal as required, they shall not be approved for review. All engineering design units must make preparations for electronic signatures and seals of registered personnel in advance to ensure the smooth progress of the construction drawing review and submission. The directory of registered personnel's professional signatures and seals for public equipment and electrical engineering shall strictly follow the instructions in the annex of the Ministry of Housing and Urban-Rural Development.
4. Clarify qualification requirements and strengthen the management of personnel with qualification renewals. Starting from June 1, 2026, the renewal assessment of engineering design qualifications will include registered professionals in the fields of general equipment and electrical engineering. When engineering design enterprises in the city apply for the renewal of engineering design qualifications, they must strictly follow the engineering design qualification standards and fully equip corresponding registered professionals in the fields of general equipment and electrical engineering. Ensure that the registered personnel are professionally qualified, in sufficient numbers, and in a working state that fully complies with the qualification standards. For enterprises that fail to meet the requirements of the corresponding qualification standards in terms of the allocation of registered professionals in the fields of general equipment and electrical engineering, the renewal of engineering design qualifications will not be granted.
5. Strengthen supervision and law enforcement, and strictly investigate and punish violations. All levels of housing and urban-rural construction authorities should earnestly fulfill their regulatory responsibilities, increase the intensity of qualification verification and supervision, and incorporate the professional conduct of registered public equipment and electrical engineers into the regular regulatory scope. For illegal and irregular behaviors of design units, registered practitioners, and construction drawing review institutions, they should be dealt with in accordance with the law and regulations, strengthened credit punishment, and fully maintain the order of the city's survey and design market, and ensure the quality and safety of construction projects.
