2. Introduction to the safety assessment project:
Gaoyang County Sino-Italian Gas Station (General Partnership) is located in Li Guozhuang Village, Gaoyang County. It was established in 2011 and is a general partnership. Chen Chunhong, executive partner, currently has 7 employees. It mainly deals in two varieties of gasoline and diesel for vehicles. There are 4 directly buried horizontal SF oil storage tanks in the storage tank area, including 2 gasoline storage tanks of 40m3, 1 diesel storage tank of 30m3, and 1 diesel storage tank of 50m3. There are 4 refueling machines in the refueling area, with double rows. The gasoline facilities are all equipped with oil and gas recovery systems. Covering an area of 1322.4 square meters, the main buildings include station buildings, single-story buildings (including finance rooms, business halls, power distribution rooms, station master rooms, etc.), sheds, auxiliary rooms, tank pools, station building construction area of 228.6 square meters, auxiliary room area of 48.3 square meters, shed area of 492 square meters.
According to the relevant regulations of the state and Hebei Province and the evaluation contract signed between Hebei Huafei Technology Consulting Co., Ltd. and Gaoyang County Sino-Italian Gas Station (General Partnership), the evaluation scope is the external safety conditions of the gas station of Gaoyang County Sino-Italian Gas Station (General Partnership), the general layout and construction (structure) buildings, process systems and equipment facilities (station buildings, tank areas, refueling areas and auxiliary facilities), public works and auxiliary works, safety management, etc.

In September 2018, Huafei Company established an engineering evaluation team and officially launched the evaluation work. The evaluators communicated with the stationmaster of the Sino-Italian gas station (general partnership) in Gaoyang County for many times to collect relevant information. They went to the site to follow up the investigation and grasp the first-hand information data at the first time. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site. After solid and meticulous work, the safety evaluation report of this project was compiled in early November 2018.
