2. Introduction to the safety assessment project:
Huai'an Hongsheng Gas Station was built in May 2009. The station is located in Zhierling Village, Wanghutun Township, Huai'an County. It is a secondary gas station. The gas station was remodeled in September 2018. After the renovation, there are 4 oil storage tanks in the buried tank area (1 40m3 SF double-layer gasoline storage tank and 3 40m3 SF double-layer diesel storage tanks). There are 6 single-gun refueling machines, including 1 gasoline, 5 diesel, and 2 diesel double-gun refueling machines, all of which are located in the gas station shed. The refueling machines are all explosion-proof.
The design of the double-layer oil tank of the converted station was responsible for by Shandong Hongyun Engineering Design Co., Ltd. and the safety facility design report was prepared; the gas station after the renovation was carried out by Shijiazhuang Chaoyang Safety Evaluation Consulting Co., Ltd. to carry out the acceptance evaluation and prepare the safety facility completion acceptance report, which passed the acceptance in January 2019. The business scope of its business license is: gasoline (gasoline in this text refers to ethanol gasoline), diesel, kerosene, and lubricating oil retail.
Huai'an Hongsheng gas station has a total of 4 employees, including 1 stationmaster and 1 safety manager. Both of them have been trained by the Emergency Management Bureau and have obtained qualified Security Training certificates. The gas station has formulated various personnel safety responsibility systems, safety management systems and accident emergency plans according to the characteristics of storage and operation and relevant specifications.

On March 20, 2021, Huafei Company established an engineering evaluation team and officially launched the evaluation work. The evaluators communicated with the engineering and technical personnel of Hongsheng Gas Station in Huai'an County for many times to collect relevant information. They went to the scene to track the investigation and grasp the first-hand data. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site. After solid and meticulous work, the safety status evaluation report of the project was compiled on March 29, 2021.
