2. Introduction to the safety assessment project:
Hebei Lianheng Petrochemical Co., Ltd. (hereinafter referred to as "Lianheng Company") was established on May 3, 2016. The company's domicile is located on the south side of Weier Road, Songmenyuan (provincial), Wuqiao Economic Development Zone, Hebei. The legal representative is Shen Jiansong, with a registered capital of 20 million yuan.
The company plans to build a project with an annual output of 100,000 tons of alkoxide compounds and extended products and 20,000 tons of slurry on the south side of Wei'er Road, Songmen Garden, Wuqiao Economic Development Zone. The project obtained the filing information of the enterprise investment project on August 16, 2018 (record number: Wu Kaifa Changzi [2018] No. 50); the project is constructed in two phases, and the first phase of the project has an annual output of 56,000 tons of alkoxide compounds, 10,000 tons of slurry and 3,000 tons of tert-butyl hydrogen peroxide (second tert-butyl peroxide), 3,500 tons of magnesium sulfate; the second phase of construction has an annual output of 44,000 tons of alkoxide compounds, 10,000 tons of slurry, 50 tons of food additives, and 600 tons of UV series environmental protection new materials.
The scope of this safety condition evaluation is the project with an annual output of 56,000 tons of alkoxide compounds, 10,000 tons of slurry, 3,000 tons of tert-butyl hydrogen peroxide (di-tert-butyl peroxide), and 3,500 tons of magnesium sulfate in the first phase of the project. The project is a new hazardous chemical production project.

In December 2018, Hebei Lianheng Petrochemical Co., Ltd. commissioned Hebei Science and Technology Consulting Co., Ltd. to evaluate the safety conditions of the project with an annual output of 100,000 tons of alkoxide compounds and extension products and 20,000 tons of slurry (the first phase of the project), and signed a safety evaluation technical service contract. Huafei Company established an evaluation team in a timely manner, carefully collected relevant laws, regulations, standards and relevant technical information, and went to the scene to conduct on-site inspections of the surrounding environment, plane layout, process technology and other conditions of the project, and collected relevant information.
During the evaluation process, due to enterprise reasons, the evaluation of the project was suspended. After the current evaluation report was prepared in June 2020, it was revised and improved accordingly after expert review, and the safety condition evaluation report has been delivered to the enterprise.
