2. Introduction to the safety assessment project:
Hebei Chaoyao Run Chemical Co., Ltd. was established on October 10, 2011. The company's factory is located in Songmen Industrial Park, Wuqiao Economic Development Zone, Wuqiao County, Cangzhou City. The factory covers an area of 27674 square meters. It started construction in 2012 with an annual output of 3,000 tons of anthraquinone oxide pharmaceutical intermediates. It was put into trial production in August 2014. After safety acceptance in August 2015, it has entered the official production stage. The product anthraquinone produced by the company is not a hazardous chemical, and the raw material anthracene used is a hazardous chemical. The company belongs to the unit that uses hazardous chemicals, but the raw material anthracene used is not in the "Quantitative Standards for the Use of Hazardous Chemicals (2013 Edition) ", so the company does not need to apply for a license for the safe use of hazardous chemicals. Hebei Chaoyao Run Chemical Co., Ltd. has two production workshops, namely, anthraquinone oxide workshop and anthraquinone oxide workshop, each workshop has a total of 4 anthraquinone oxide production lines, with a designed annual capacity of 3,000 tons. At present, due to the company's anthraquinone oxide workshop on the west side, the 1 #and 2 #production lines are being updated with collection boxes and other equipment, and cannot be put into production. Therefore, the scope of this evaluation does not include the 1 #and 2 #production lines in the anthraquinone oxide workshop. The capacity of anthraquinone oxide is 2250 tons/year.
The product produced by Chaoyao Run Company is anthraquinone oxide, which is obtained by gas-phase catalytic oxidation with anthracene as raw material, air as oxidant, and vanadium pentoxide as catalyst. This project does not involve hazardous chemicals under key supervision. The production process of this project involves an oxidation process, but it does not belong to a typical process in the oxidation process. This project does not constitute a major hazard source of hazardous chemicals.
In August 2018, Hebei Chaoyao Run Chemical Co., Ltd. commissioned our company to conduct a safety status evaluation.

In August 2018, Hebei Chaoyao Run Chemical Co., Ltd. commissioned Hebei Science and Technology Consulting Co., Ltd. to conduct safety status evaluation work and signed a safety evaluation technical service contract. Huafei established an evaluation team in a timely manner, carefully collected relevant laws, regulations, standards and relevant technical information, and went to the site to conduct on-site inspections of the project's surrounding environment, layout, process technology, equipment and facilities, public auxiliary projects and supporting facilities, as well as the company's safety management. Relevant information was collected, and relevant personnel of the construction unit were invited to introduce the relevant situation of the project.
The current situation evaluation report was completed in November 2018 and delivered to the enterprise.
