2. Introduction to the safety assessment project:
North China Pharmaceutical Hebei Huamin Pharmaceutical Co., Ltd. North China Pharmaceutical 6-APA technology upgrade and relocation project is the relocation and reconstruction project of the 6-APA through process production line in Workshop 115 of North China Pharmaceutical General Factory. Using the fermentation and refining process resources of Beida Factory, a new 6-APA through process production line with an annual output of 1800 tons (including solvent recovery) was built. This project mainly includes 6-APA workshop (including solvent recovery), substation • control room.
The product of this project is 6-APA, and the raw and auxiliary materials include decolorized BA, sulfuric acid, ammonia water, boric acid, sodium hydroxide solution, hydrochloric acid, butanol, butyl acetate, hydrogen peroxide, etc. At the same time, the solvent butanol and butyl acetate used in the production process are recovered. The product of this project does not belong to hazardous chemicals, and the raw and auxiliary materials used involve hazardous chemicals (butyl acetate, butanol, sodium hydroxide solution, hydrochloric acid, sulfuric acid, hydrogen peroxide, ammonia water, boric acid). It does not involve dangerous chemicals under key supervision, and does not involve dangerous chemical processes under key supervision. There is no major hazard source.
The project was initiated in June 2015, and the safety condition evaluation was carried out in December 2015. The safety condition review opinion was issued by the Shijiazhuang Gaocheng District Safety Supervision Bureau. The safety facility design was carried out in February 2016 and the safety facility design review opinion was issued by the Shijiazhuang Gaocheng District Safety Supervision Bureau. It entered the construction stage in March 2016 and was completed in June 2018. On July 1, 2018, the North China Pharmaceutical Hebei Huamin Pharmaceutical Co., Ltd. The North China Pharmaceutical 6-APA technology upgrade and relocation project began trial production, and the product output and quality met the design requirements.
In August 2018, North China Pharmaceutical Hebei Huamin Pharmaceutical Co., Ltd. commissioned our company to conduct a safety acceptance evaluation of the project.

North China Pharmaceutical Hebei Huamin Pharmaceutical Co., Ltd. officially commissioned North Huafei Technology Consulting Co., Ltd. to conduct safety acceptance evaluation work on its North China Pharmaceutical 6-APA technology upgrade, relocation and transformation project, and signed a safety acceptance evaluation service contract. Hebei Huafei Technology Consulting Co., Ltd. established an evaluation team in a timely manner, carefully collected relevant evaluation data, and went to the site again to inspect the project site selection, general layout, project construction content, specific process, etc., and made a good record. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site. After solid work, the completion and acceptance evaluation report of the safety facilities of this project was compiled in October 2018.
