2. Introduction to the safety assessment project:
Hebei Xinquan Petrochemical Co., Ltd. (hereinafter referred to as Xinquan Company), formerly known as Hebei Xinquan Coking Co., Ltd., was established in March 2005 and changed its name to Hebei Xinquan Petrochemical Co., Ltd in November 2011. The company's domicile is located in the Nandagang Management Area of Bohai New District, Cangzhou. The legal representative is Wang Jie. The company type is a limited liability company. The registered capital is one thousand thousand thousand seven thousand ten thousand yuan, and the company has 398 employees. The company's business scope is the production of gasoline, diesel, naphtha, liquefied gas, petroleum coke, fuel oil, and wholesale of gasoline, naphtha, diesel and heavy oil, lubricating oil, petroleum asphalt, and chemical products produced by the company. The company's production process involves gasoline, naphtha, liquefied gas, hydrogen, sulfur and other dangerous chemicals. There are dangerous and harmful factors such as fire explosion, poisoning, suffocation, and scalding in the production process. After identification, Xinquan Company has constituted a major source of danger.
According to the safety evaluation contract signed between Hebei Huafei Technology Consulting Co., Ltd. and Hebei Xinquan Petrochemical Co., Ltd., the scope of this evaluation is Xinquan's factory site, general layout, production equipment, storage facilities, public works and auxiliary facilities, and safety management.
The production equipment includes delayed coking production equipment, hydrogen production equipment, hydrogenation equipment, sulfur recovery, sewage stripping, and solvent regeneration combined equipment; the storage facilities include delayed coking raw material oil tank group (12 5000m3 tanks), refined oil tank group (10 3000m3 tanks), sewage oil tank group (4 1000m3 tanks), liquefied hydrocarbon spherical tank group (2 liquefied hydrocarbon spherical tanks), and 1 gas tank.
Utilities and ancillary facilities include those ancillary to the delayed coking plant.
The redelivery asphalt plant that has been built in the trial production stage and the quality upgrade project of the 300,000-ton/year gasoline and diesel hydrorefining plant that is performing safety-related procedures are not within the scope of this evaluation.
