2. Introduction to the safety assessment project:
Baoding Lekai Chemical Co., Ltd. is mainly committed to the research and development, production and sales of fine chemicals such as photosensitive chemicals, auxiliaries, intermediates, antioxidants and stabilizers. The company was originally an organic workshop under China Lekai Film group company. In September 2002, it was jointly funded by Lekai group company, Lekai Film joint stock company and 48 natural person shareholders as an independent legal person enterprise. The registered address of the enterprise is No. 18, Chemical Fiber East Road, Baoding City; covers an area of 13640m2, of which the building area is 6100m2. The plant is equipped with production and drying equipment for photosensitive chemicals, additives, antioxidants and other products, pilot R & D facilities, etc., as well as supporting power supply and distribution facilities, water supply and drainage facilities, compressed air, nitrogen supply, vacuum system and exhaust gas treatment system and other auxiliary facilities. The structures include 1 production line plant, 1 nitrogen production plant, 1 finished product packaging workshop, 1 drying plant, office and auxiliary rooms.
According to the relevant regulations of the state and Hebei Province, as well as the evaluation contract signed by Hebei Huafei Technology Consulting Co., Ltd. and Baoding Lekai Chemical Co., Ltd., the evaluation scope is light stabilizer production line plant, nitrogen production plant, finished product packaging workshop and other buildings, as well as the surrounding environment, general layout, construction structures, main production facilities, supporting facilities and public works, safety management, etc.

In November 2017, Huafei established an engineering evaluation team and officially launched the evaluation work. The evaluators communicated with the engineering and technical personnel of Baoding Lekai Chemical Co., Ltd. for many times to collect relevant information. They went to the site to follow up the investigation and grasp the first-hand information and data at the first time. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site. After solid and meticulous work, the safety status evaluation report of this project was compiled in January 2018.
