2. Introduction to the safety assessment project:
Hebei Qianhai Petrochemical Group Co., Ltd. was formerly known as Huanghua Refinery of Hebei Province Petroleum Refinery and Chemical Co., Ltd., which was built in 1976 and renamed Hebei Qianhai Petrochemical Group Co., Ltd. in March 2012.
Hebei shallow sea petrochemical group co., LTD., according to its own development needs, combined with the direction of national industrial policy regulation, using equity funds, plans to build a set of heavy oil processing and transformation project, the project is located in the core area of Cangzhou Bohai New Area - petrochemical industry agglomeration area. The heavy oil processing and transformation project is a medium-sized joint petrochemical production plant. The company plans to divide the entire project into two phases according to the market and financing situation. The first phase mainly constructs 1.20 million tons/year heavy cross asphalt combined plant, 1.60 million tons/year catalytic cracking unit, 10000Nm3/h coking dry gas hydrogen production unit, 800,000 tons/year gasoline and diesel hydrorefining unit and supporting facilities; supporting projects include sulfur recovery unit, tank area, gas tank, torch, sewage treatment, circulating water, general distribution room, air pressure station, water treatment, boiler room, central control room, central laboratory, office building, etc.
According to the evaluation contract signed by both parties, it is determined that the object of this safety evaluation is the 800,000-ton/year gasoline and diesel hydrorefining unit and the 10,000 standard cubic/hour coking dry gas hydrogen production unit of Hebei Shallow Sea Petrochemical Group Co., Ltd.

4. List of personnel, time, and main tasks to carry out safety evaluation work on site, and evaluation report time:
  In November 2013, Hebei Shallow Sea Petrochemical Group Co., Ltd. approached Hebei Huafei Technology Consulting Co., Ltd. to discuss the safety condition evaluation of its 800,000 tons/year gasoline and diesel hydrorefining unit and 10,000 standard cubic/hour coking dry gas hydrogen production unit. Huafei Company dispatched relevant personnel to the project site to conduct on-site inspections, understand the main equipment of the project, production scale, general layout, public works supply and surrounding relationships, and collect relevant information of the project. Relevant personnel of the two companies have formed a preliminary intention after many conferrals, and initially clarified the object and scope of the evaluation.
  During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site, identified the dangerous and harmful factors existing in the project, conducted a qualitative and quantitative evaluation of the inherent danger degree of the project according to the divided evaluation units, and analyzed the risk degree of the project, put forward targeted safety countermeasures and suggestions, and exchanged views with the construction unit. On this basis, a safety evaluation conclusion was made. After solid work, the safety condition evaluation report of the project was prepared and submitted for review in May 2015. In June 2015, Cangzhou Safety Production Supervision and Administration Bureau organized experts to review the report and put forward revised opinions. In July 2015, the evaluation team made serious revisions to the report in accordance with expert opinions and delivered it to the construction unit, which was submitted to the Safety Supervision Bureau for administrative approval.
