 Haohua Xinji Chemical Co., Ltd. constructs the relocation project of potassium carbonate with an annual output of 30,000 tons
2. Introduction to the safety assessment project:  
 Haohua Xinji Chemical Co., Ltd. is affiliated to Haohua North Chemical Co., Ltd., located in Xinji Clean Chemical Park, established in April 2013, with a registered capital of 100 million yuan, and the legal representative is Li Zhanyuan. It belongs to Hebei Xinji Chemical Group Co., Ltd. One of the undertaking units of the old factory area relocation and industrial transformation and upgrading project.
 The safety facility design of the overall relocation project of Haohua Xinji Chemical Co., Ltd. has passed the expert review and obtained the safety facility design safety license issued by the safety supervision department. It is currently under construction and is planned to trial production in June 2016. The company's construction project with an annual output of 5,000 tons of high-purity barium nitrate and an annual output of 400 tons of 2-chloro-5-chloromethylpyridine pesticide intermediates has not been produced due to market reasons.
 Because the old factory of Hebei Xinji Chemical Group Co., Ltd. is located in Xinji urban area, surrounded by surrounding residential areas and schools, not only the development space is narrow, but also restricted by safety production, environmental protection and other conditions more and more obvious, the survival and development of enterprises are facing challenges. Therefore, Haohua Xinji Chemical Co., Ltd. plans to relocate and build a new production plant with an annual output of 10,000 tons of potassium carbonate in the old factory area of Hebei Xinji Chemical Group Co., Ltd., and build a relocation project with an annual output of 30,000 tons of potassium carbonate in the existing factory area of Haohua Xinji Chemical Co., Ltd.
 In the production process of this project, 48% potassium hydroxide solution and carbon dioxide are used as raw materials. According to the mature process of ion membrane electrolysis and carbonization, the mother liquor is carbonized and crystallized, and the drum (fuel is water gas) is dried to obtain potassium carbonate products. According to the Catalogue of Hazardous Chemicals (2015 Edition), 48% potassium hydroxide solution, carbon dioxide [compressed], and water gas are hazardous chemicals, so this project is a new hazardous chemical use project.
 In order to strengthen the supervision and management of safety production in project construction, prevent and reduce the occurrence of safety production accidents, ensure the safety of people's lives and property, and promote economic development, in accordance with the "Law of the People's Republic of China on Safety Production", "Measures for the Safety Supervision and Administration of Hazardous Chemicals Construction Projects" (Order No. 45 of the State Administration of Work Safety) and "Detailed Rules for Safety Evaluation of Hazardous Chemicals Construction Projects (Trial) " (Safety Supervision Director Hazardous Chemical [2007] No. 255), Haohua Xinji Chemical Co., Ltd. commissioned Hebei Huafei Science and Technology Consulting Co., Ltd. to evaluate the safety conditions of its construction of an annual output of 30,000 tons of potassium carbonate relocation project.
The major hazards and harmful factors that this project should focus on preventing are fire, explosion, poisoning and asphyxiation, especially the leakage of carbon monoxide in water gas.
 The location of this project is reasonable, the distance from surrounding enterprises, residents and other facilities meets the requirements of relevant standards and specifications, the general layout of the factory area meets the requirements, the advanced technology adopted, the safety facilities and measures meet the requirements of relevant specifications, and the supporting projects meet the requirements of safe production. This project meets the requirements of relevant national laws, regulations, standards and norms from a safety perspective, and meets the requirements of the review of safety conditions for hazardous chemical construction projects.

 In September 2015, Haohua Xinji Chemical Co., Ltd. officially entrusted Huafei Company to evaluate the safety conditions of its construction of the relocation project with an annual output of 30,000 tons of potassium carbonate, and signed a safety evaluation service contract. According to the requirements of the safety conditions evaluation contract and the actual situation of the construction project, Huafei Company established a safety evaluation team for the relocation project with an annual output of 30,000 tons of potassium carbonate, and then entered the project site to conduct on-site investigation and collect and organize various documents, materials and data required for the safety condition evaluation. According to the on-site investigation and the documents, materials and data collected, the safety condition evaluation report of Haohua Xinji Chemical Co., Ltd. construction relocation project with an annual output of 30,000 tons of potassium carbonate was prepared, and the problems encountered in the evaluation process were promptly conferred with the evaluated unit to make the final evaluation conclusion.
 In June 2016, the preparation of the "Haohua Xinji Chemical Co., Ltd. construction of an annual output of 30,000 tons of potassium carbonate relocation project safety conditions evaluation report" was completed.
