2. Introduction to the safety assessment project:
Zhongneng International Petrochemical Co., Ltd. was originally called Huanghua Xinlong Chemical Co., Ltd. and Huanghua Xinyi Chemical Co., Ltd. It is a joint-stock company invested and established by Shandong Xinhe Chemical Group Company. It was established in December 2006 and the economic system category is a limited liability company. On October 26, 2015, the company was renamed Zhongneng International Petrochemical Co., Ltd., the legal representative is Wang Chao, and the registered capital is 680 million yuan. Due to market reasons, the company has been in a state of suspension of production since October 2013. Therefore, the company has applied for a "temporary suspension of production" safety production license on September 29, 2015, certificate number: (Ji) WH Anxu certificate [2015] 090142, license scope: gasoline, liquefied petroleum gas, sulfur, hydrogen, naphtha (temporarily suspended), valid period: September 29, 2015 to September 28, 2018. Now due to the improvement of the market, the company plans to resume production of 1 million tons/year delayed coking unit (500,000 tons/year for the first phase of the project), 300,000 tons/year hydrorefining unit and supporting equipment, and entrust Hebei Huafei Technology Consulting Co., Ltd. to evaluate the safety status of the company.
This safety evaluation mainly focuses on the company's site, surrounding relationships, general layout, production equipment and storage facilities, public works and auxiliary facilities, and safety management.
Hebei Huafei Science and Technology Consulting Co., Ltd. established a project evaluation team and hired relevant experts. After many on-site in-depth inspections and analysis of existing data, it found out the main hazards and harmful factors existing in the production process of the enterprise, and selected reasonable evaluation methods. Systematic evaluation of hazardous and harmful factors was carried out, and evaluation conclusions were drawn. Reasonable and feasible countermeasures and suggestions were put forward. According to the "Guidelines for Safety Evaluation of Hazardous Chemicals Production Enterprises" (Trial) issued by the State Administration of Work Safety (No. 127) and the "Notice on Forwarding the" Notice on Printing and Distributing the "Guidelines for Safety Evaluation of Hazardous Chemicals Production Enterprises (Trial) " issued by the Hebei Provincial Administration of Work Safety (No. 71) General Evaluation Principles (AQ8001-2007) compiled the "Safety Status Evaluation Report of Zhongneng International Petrochemical Co., Ltd."
The major hazards and harmful factors that this project should focus on preventing are fire and explosion.
Zhongneng International Petrochemical Co., Ltd. is located in Dongxing Chemical Industry Park, Huanghua City. The project site is in good condition, with guaranteed water and power sources and convenient transportation. There are no important public facilities around the site, and the safety of the site can be guaranteed.
The functional division of the plant layout is relatively clear, and the devices are arranged independently of each other. The building (structure) meets the requirements of fire protection spacing, and the floor layout can be fireproof, explosion-proof, and anti-virus. The factory area has a fence, which strictly restricts the entry of irrelevant personnel, and implements a registration system.
Zhongneng International Petrochemical Co., Ltd. does not produce or use hazardous chemicals banned by the state, and the production technology of each device is mature and reliable. There is no state-mandated elimination of prohibited equipment. All devices, including hazardous chemical processes, use DCS distributed automatic control systems, which are highly safe and reliable. Special equipment and its safety accessories are complete and effective.
Zhongneng International Petrochemical Co., Ltd. has a special safety management organization, the Safety Section, with 6 safety management personnel. The number and quality of safety management personnel meet the requirements of the Safety Supervision Administration No. 3 [2010] No. 186. The main person in charge of the company and the safety management personnel have passed the training of the Safety Production Supervision and Administration Bureau and passed the examination, and are qualified for employment. The special operation personnel (including dangerous process operations) have participated in the corresponding special operation training and have special operation qualification certificates.
Zhongneng International Petrochemical Co., Ltd. has formulated "three systems" (safety production responsibility system, safety management system, safety operation procedures), "production safety accident emergency plan" and "major hazard special project accident emergency plan", production safety accident emergency plan, major hazard special project accident emergency plan in Cangzhou City Safety Production Supervision and Administration Bureau for the record.

In March 2016, Zhongneng International Petrochemical Co., Ltd. officially commissioned Huafei Company to evaluate its safety production status and signed a safety evaluation service contract. According to the requirements of the safety evaluation contract and the actual situation of the construction project, Huafei Company established a safety evaluation team, and then entered the project site to conduct on-site investigation and collect and sort out various documents, materials and data required for safety condition evaluation. According to the on-site investigation and the documents, materials and data collected, the safety status evaluation report of Zhongneng International Petrochemical Co., Ltd. was prepared, and the problems encountered during the evaluation process were promptly conferred with the evaluated unit to make the final evaluation conclusion.
In June 2016, the "Safety Status Evaluation Report of Zhongneng International Petrochemical Co., Ltd." was completed.
