Hebei Tianbao Chemical Joint Stock Company was originally Zhuolu County Fertilizer Plant, established in 1974, when the synthetic ammonia capacity was 3000 tons/year, and renamed Hebei Tianbao Chemical Joint Stock Company after reorganization and restructuring in November 2002. After that, through Tianping, make up and technological transformation, in 2004, the company's ammonia alcohol total capacity reached 100,000 tons/year, of which 20,000 tons of methanol, 60,000 tons of liquid ammonia, 80,000 tons of ammonium bicarbonate, and 450 tons of sulfur by-product.
Hebei Tianbao Chemical joint stock company obtained a safety production license in 2006, conducted regular safety evaluations in accordance with relevant regulations, and extended the safety production license in December 2010. In July 2013, Tianbao Company carried out automated safety control and transformation of the hazardous chemical process involved - synthetic ammonia process and hydrogenation process in accordance with relevant requirements, and started practice running in October 2013.
Hebei Tianbao chemical joint stock company has a sound organizational structure, including comprehensive office, finance department, global procurement, material department, sales department, quality inspection department, production department, equipment department, safety office and gas workshop, joint workshop, raw material workshop, electrical instrument workshop, power workshop. There are 434 employees, including 165 technicians of various types and 12 middle and senior technical titles.
Hebei Tianbao chemical joint stock company attaches great importance to safety production, has a large amount of safety capital investment every year, and actively promote the construction of safety standardization of hazardous chemical enterprises. At present, the review has been completed and the requirements of the third-level standard have been reached. Tianbao company has established and improved the "three systems", formulated emergency rescue plans and conducted drills, and has a special safety management organization - Safety Office, with 9 full-time safety management personnel. The main person in charge of the company and safety management personnel have passed the safety qualification training organized by the Safety Production Supervision and Administration Bureau and received regular safety further education. They have the qualifications for safety production management; special equipment operators and special operation personnel have undergone professional training or review and obtained qualified certificates. The staff of each position has passed the Security Training organized by the unit and passed the assessment, and has the qualification for safety production.
According to the safety evaluation contract signed by Hebei Huafei Technology Consulting Co., Ltd. and Hebei Tianbao Chemical joint stock company, the safety evaluation object of this evaluation is the completion of the transformation of dangerous chemical process automation safety control and the status quo of safe production in Hebei Tianbao Chemical joint stock company. The specific scope includes the safety management, site selection, general layout, construction (structure) buildings, production equipment, storage facilities, public works and auxiliary facilities of Tianbao Company, and the completion of the transformation of dangerous chemical process.

In November 2013, Hebei Tianbao Chemical joint stock company approached Hebei Huafei Science and Technology Consulting Co., Ltd. to discuss the company's safety status evaluation work. Huafei Company appointed relevant personnel to visit the site of Hebei Tianbao Chemical joint stock company in November 2013 to conduct on-site inspections to understand the main plant, production scale, general layout, public works supply and surrounding relationships of the project, and collected relevant information on the project. Relevant personnel of the two companies have conferred many times and formed a preliminary intention to clarify the object and scope of the evaluation. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site, went to the unit where the project was located to investigate the site, invited relevant personnel to introduce the relevant situation of the project, and conducted a detailed investigation of the surrounding environment and plant site. The dangerous and harmful factors existing in this project were identified, and reasonable and feasible safety countermeasures were proposed for the hidden dangers existing in this project.
