2. Introduction to the safety assessment project:
Guodian United Power Technology (Baoding) Co., Ltd. is a wholly-owned subsidiary of Guodian United Power Technology Co., Ltd. established in Baoding, mainly producing wind power blades and wind power generators. In the production process of wind power blades, paint curing agents, paints, paint thinners and other hazardous chemicals are used, and a special storage warehouse for hazardous chemicals is set up. It belongs to the enterprise that uses hazardous chemicals. In May 2013, Guodian United Power Technology (Baoding) Co., Ltd. commissioned Hebei Huafei Technology Consulting Co., Ltd. to conduct a safety evaluation of its hazardous chemical use process. The south of Guodian United Power Technology (Baoding) Co., Ltd. is Baoding North Second Ring Road, 710m away from the nearest village, Dabian Tuo Village; to the east is Wind Energy Street, separated by AVIC Plaza Huiteng Wind Power Company, separated by Tianyi Composite Materials Co., Ltd., and to the west is Jianye Concrete Company.
The shape of the factory area is quadrilateral, covering a total area of 2330.97 million square meters. The east-west length is about 450m, and the north-south width is about 500m. The east side of the factory area is the office area, with office buildings, comprehensive service buildings, experimental buildings, etc. The west is the production area. The east of the production area is from south to north as follows: electronic control workshop (phase I, II, III), general assembly workshop, blade production workshop I, blade workshop II, blade storage area. From south to north in the middle are: power station building, grinding workshop (including counterweight workshop), painting workshop 1, grinding workshop II (including phase III), blade storage area. From south to north in the west are: blade workshop III, comprehensive warehouse, dangerous goods warehouse, and painting workshop 2.
There are 3 entrances and exits on the east side of the factory area, which are connected to Fengneng Street. The personnel entrance is located in the middle, and the north and south sides are logistics channels. The main road in the factory area is 9m wide and the secondary road is 6m wide. There are circular passages around the main buildings.

In May 2013, Guodian United Power Technology (Baoding) Co., Ltd. commissioned Hebei Huafei Technology Consulting Co., Ltd. to conduct a safety evaluation of its hazardous chemicals during use. And sent people to the project site to conduct on-site inspections to understand the safety, environmental protection and other aspects related to the project, and provide information for the project risk analysis. After solid work, the safety status evaluation report of this project was completed in December 2013.
