2. Introduction to the safety assessment project:
The construction unit of this project is Jinmei Jizhou Yinhai Fertilizer Co., Ltd., formerly known as Hebei Jizhou Fertilizer General Factory, which was founded in 1976 and restructured in 2003 to establish Jizhou Yinhai Fertilizer Co., Ltd. In October 2009, Jinmei Jinshi Chemical Investment Group company transferred 51% of the shares of Jizhou Yinhai Fertilizer Co., Ltd., and the name of Jizhou Yinhai Fertilizer Co., Ltd. was changed to Jinmei Jizhou Yinhai Fertilizer Co., Ltd.
The company is located in the southwest of Jizhou City, No. 54 Yingbin Street, Jizhou City. The company's factory covers an area of 260 mu (173,300 m2). The factory area is rectangular, with a north-south length of 540m and a width of 320m from east to west. The company's fixed assets are 150 million yuan. Jincoal Jizhou Yinhai Fertilizer Co., Ltd. has an existing plant capacity of 120,000 tons of synthetic ammonia, 100,000 tons of urea and 60,000 tons of methanol.
Jinmei Jizhou Yinhai Chemical Fertilizer Co., Ltd. currently has 850 employees, including more than 60 technicians. The company has a sound organizational structure, with a full-time safety management organization - the Safety Department, and 18 full-time safety management personnel throughout the company. The main person in charge of the company, the person in charge and the full-time safety production management personnel have all undergone safety production training, passed the assessment, and obtained the safety management qualification certificate. Yinhai Company completed the safety standardization three-level assessment and grading in December 2012. The company has established a relatively complete safety production responsibility system, safety management system, and safety production operation procedures, which provide a guarantee for safe production from the system.
According to the commission of Jinmei Jizhou Yinhai Chemical Fertilizer Co., Ltd. and the safety status evaluation contract signed by Hebei Huafei Technology Consulting Co., Ltd. and Jinmei Jizhou Yinhai Chemical Fertilizer Co., Ltd., the scope of this evaluation is the company's existing 120,000 tons/year of synthetic ammonia, 100,000 tons/year of urea, 60,000 tons/year of methanol production equipment and supporting public works and auxiliary facilities. The scope includes plant site, general plan of plant area, production equipment, storage facilities and boiler room, air pressure station, water supply and drainage, fire protection, power supply and distribution, automatic control instruments and other public auxiliary facilities, safety management and other content.
The technical transformation projects carried out by the company are the construction of gas production distribution control devices, full low-variable process technology devices, pressure swing adsorption technology devices, large-diameter ammonia synthesis towers, alcohol hydrocarbons chemical plants, a newly built 200,000-ton urea production line (new urea finished product warehouse) and the 65t three-waste mixed-combustion fluidized bed boiler on the west side of the plant are not within the scope of this evaluation.

4. List of personnel, time, and main tasks to carry out safety evaluation work on site, and evaluation report time:
In October 2012, Jinmei Jizhou Yinhai Chemical Fertilizer Co., Ltd. approached Hebei Huafei Technology Consulting Co., Ltd. to discuss the company's safety status evaluation work. Huafei Company appointed relevant personnel to visit the site of Jinghua Company in October 2012 to conduct on-site inspections, understand the main equipment, production scale, general layout, public works supply and surrounding relationships of the project, and collect relevant information on the project. Relevant personnel of the two companies have conferred many times and formed a preliminary intention to clarify the object and scope of the evaluation. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site, went to the unit where the project was located to investigate the site, invited relevant personnel to introduce the relevant situation of the project, and conducted a detailed investigation of the surrounding environment and plant site. Identified the dangerous and harmful factors existing in the project, put forward reasonable and feasible safety countermeasures and suggestions for the hidden dangers existing in the project, and exchanged views with the construction unit. The construction unit made active rectification and formed an evaluation report after review. Delivered to the construction unit in February 2013.
